That is why we should have a national referendum on EMU in all those countries which intend to join. Democracy is called for here.EMU is a step backwards for European democracy. Because there is just no parliamentary or democratic supervision of it. The irremovable six - strong membership of the board takes decisions for 370 million people , who have not accorded them the power to do so by means of any referendum. Monetary union also assumes - and here I have in mind our eastern European friends , who are all called on subject to certain conditions to join the EU in the longer term - that pan - European convergence will be the result both of international flexibility and of the planned approach to economic and monetary union adopted by the countries of Europe who have been able to overcome their scepticism and have resolved to go down that path to the future
Dessen Verpflichtungen und Disziplin sind neu in Europa. Deshalb sollten wir dazu in all den Ländern , die dabei sind , in die Währungsunion zu gehen , dazu eine Volksabstimmung organisieren. Das fordert schon die Demokratie.Die Europäische Währungsunion bedeutet auf dem Weg zur europäischen Demokratie einen Rückschritt. Sie verfügt über keine Art parlamentarischer oder demokratischer Kontrolle. Ein sechsköpfiger Vorstand , der nicht entlassen werden kann , trifft für 370 Millionen Menschen Beschlüsse , ohne daß diesem in einer Volksabstimmung dazu das Mandat erteilt worden ist
People will be forced to take the next step to a common finance and tax policy whether they want to or not , otherwise monetary union risks collapsing because of problems with external shocks , a lack of labour mobility , and so on.Secondly , to leave the right to decide monetary , finance and tax policy to irremovable bank managers in Frankfurt who cannot be called to political account is to weaken democracy.Thirdly , increased federal control over the EU's Member States is going to mean that political decisions are taken even further from the citizens. Democracy will be further weakened in Europe.Fourthly , EMU is an economic risk project. At best , the positive effects are marginal. At worst , the consequences will be serious. If there should be a crisis with the single currency , we know from experience that it is the weak groups in society who would have to pay.Finally , the EMU project does not have political support among the citizens in many of the EU's Member States. Democracy is too important to be manipulated. A political project of this kind must have the support of a majority of the people in order to be implemented. If the politically elected representatives persist in implementing a risk project which does not have the support of the people , faith in democracy will be seriously damaged
Der nächste Schritt zu einer gemeinsamen Finanz - und Steuerpolitik wird zwingend notwendig werden , ob man dies will oder nicht , denn sonst besteht die Gefahr , daß die Währungsunion wegen externer Schocks , geringer Mobilität der Arbeitskräfte , usw. zusammenbricht. - Die Übertragung des Entscheidungsrechts über die Geld - , Finanz - und Steuerpolitik an nicht absetzbare Bankdirektoren in Frankfurt , denen keine politische Verantwortung abverlangt werden kann , ist eine Verarmung der Demokratie. - Eine stärker föderalistische Steuerung der Mitgliedstaaten der EU wird dazu führen , daß politische Entscheidungen in immer größerer Entfernung von den Bürgern getroffen werden. Die Demokratie in Europa wird noch mehr verarmen. - Die WWU ist ein wirtschaftliches Risikoprojekt. Im besten Fall werden die positiven Effekte marginal sein , im schlimmsten Fall werden die Konsequenzen ernsthafter Natur sein. Würde die gemeinsame Währung in eine Krise geraten , so wissen wir aus Erfahrung , daß die schwächsten Gruppen der Gesellschaft dafür bezahlen müssen. - Das WWU - Projekt ist bei den Bürgern vieler EU - Mitgliedstaaten nicht politisch verankert. Die Demokratie ist zu wichtig , um sie zu manipulieren. Ein politisches Projekt dieser Art muß von der Mehrheit der Bürger unterstützt werden , um durchgeführt werden zu können. Wenn die politisch gewählten Vertreter darauf bestehen , ein Risikoprojekt ohne Unterstützung der Bürger durchzuführen , wird das Vertrauen in die Demokratie ernsthaft erschüttert
