Henceforth , water management in Europe will be based on the principle of a hydrographical district , a body that goes beyond the administrative boundaries of Member States and takes account of the real water situation in Europe.The objective is gradually to eliminate discharges of hazardous substances , within 20 years of their identification. That is a realistic compromise between , on the one hand , Mrs Lienemann s initial position in favour of a zero level of discharges into water and , on the other , the position of the Council , which was opposed to any binding objective. A list of what are called priority substances will be submitted to the European Parliament in the near future. That will be a vital step and I hope our Parliament will be able to follow the same line as today.Under the polluter - pays principle , the Member States will have to incorporate environmental costs in water pricing. That is real progress. Water is a vulnerable and invaluable natural resource. Public health and long - term supplies are at stake just as much as biological diversity and landscape conservation.For all these reasons , I voted for this text.Nevertheless , I am sorry that we could not keep the article allowing Member States to transfer water in the form in which we had adopted it at second reading. That kind of project complies with the principle of regional cohesion and solidarity that we have always upheld. In that sense , it deserves strong EU support , in the context of promoting trans - European networks and regional policy
Diese geographische Einheit , die über die Verwaltungsgrenzen der Staaten hinausgeht , ermöglicht die Berücksichtigung der hydrologischen Gegebenheiten des europäischen Territoriums.Das festgeschriebene Ziel besteht in der schrittweisen Einstellung der Einleitung von gefährlichen Stoffen spätestens innerhalb von 20 Jahren nach ihrer Einstufung als solche. Dies stellt einen realistischen Kompromiss zwischen der ursprünglichen Position von Frau Lienemann , die einen Nullwert für die Einleitungen forderte , und der des Rates dar , der jede verbindliche Zielsetzung ablehnte. Dem Europäischen Parlament wird in Kürze eine Aufstellung der so genannten prioritären gefährlichen Stoffe vorgelegt. Diese Etappe ist von grundlegender Bedeutung , und ich hoffe , dass unser Parlament dann die gleiche Linie wie heute vertritt.Gemäß dem Verursacherprinzip müssen die Mitgliedstaaten die Umweltkosten in den Wasserpreis einbeziehen. Dies stellt einen wirklichen Fortschritt dar. Wasser ist eine empfindliche Naturressource , deren Bedeutung nicht überschätzt werden kann. Es geht dabei um die öffentliche Gesundheit und die Trinkwasserversorgung auf lange Sicht ebenso wie um die Artenvielfalt und die Landschaftserhaltung.Aus all diesen Gründen habe ich für dieses Dokument gestimmt.Allerdings bedaure ich , dass der Artikel über die Möglichkeit der Mitgliedstaaten zur Vornahme von Wassertransfers nicht in der von uns in zweiter Lesung angenommenen Form aufrechterhalten werden konnte. Eine solche Maßnahme entspricht den Prinzipien des regionalen Zusammenhalts und der regionalen Solidarität , die wir stets verteidigt haben. In diesem Sinn gebührt ihr im Rahmen der Förderung der transeuropäischen Netze und der Regionalpolitik die weitreichende Unterstützung der Europäischen Union.Ich habe bereits die Umsetzung dieses Plans in Angriff genommen und möchte Ihnen heute kurz die ersten Initiativen vorstellen , die die Kommission zur Dopingbekämpfung ergriffen hat
Mr President , Commissioner , in the field of water policy , the final agreement of June 2000 lays down that the Commission should identify , within the class of hazardous substances , certain priority hazardous substances , whose emission , dumping or loss must cease or be gradually reduced within a time limit of 20 years.The European Commission has amended its proposal so that , by means of a group of experts , the priority hazardous substances should firstly be identified , and secondly a revision clause should introduced which would apply to some of them and , thirdly , the terminology and final text should be adapted. Of the 32 priority substances identified , 11 are proposed as priority hazardous substances , 11 more as priority substances under investigation - all of this within 4 years of the entry into force of the framework directive. There is no data on the toxicity , persistence or bioaccumulation of the remaining 10 substances.The Committee on Agriculture and Rural Development , whose three amendments should be supported , points out that natural nutrients should not be classed as priority hazardous substances and , on the issue of plant protection products , there is already an established procedure : Directive 91/414 , which should be respected , as well as the decision that it must be adapted at the same time , not before and not later.Lastly , the different definitions should be reorganised , such as the hydrographical district or the management of those districts , since that would prevent the various regulations from having differing effects on the same territories and problems , which could happen on applying the DMA , the COMMPS and the OSPAR agreements. Herr Präsident. Frau Kommissarin , meine sehr verehrten Damen und Herren. Die Kommission hat hier schnell reagiert. Und ich möchte auch Herrn Adams danken ; er hat im Landwirtschaftausschuss sehr gute Arbeit geleistet. Mein Dank gilt ferner dem Umweltausschuss. Im Chemikaliengesetz , in der Wasserrahmenrichtlinie und in der Pflanzenschutzrichtlinie sind bestimmte Gefahren bergende Stoffe ja schon angesprochen , sie sind beschrieben und sie sind eingeordnet.Mit diesen bereits vorgegebenen Richtlinien muss dieser Entscheidungsvorschlag und auch die daraus hervorgehende Liste am Ende in Einklang gebracht sein. Wegen der weitreichenden ökonomischen und rechtlichen Folgen für die Landwirtschaft , aber auch für alle anderen Wirtschaftszweige , sollte die Kommission deshalb den notwendigen Prozess der Auswahl dieser prioritär gefährlichen Stoffe so gestalten , dass er auf wissenschaftlichen Fakten beruht
