If we look at another dimension , the cohesion countries , it is generally thought that these are the countries which receive the most state aid. That is not true. In the secondary sector , they only receive 8 % of the aid. The bulk of state aid goes to countries like France , Germany and Italy. I should specify that Great Britain is not one of them. Consequently , I understand very well that Parliament , and the rapporteur in particular , should raise this question. Would it not be a good idea to try not only to flatten out the amount of aid , but to discuss with the Member States how they can gradually reduce it. Wäre es nicht eine vernünftige Idee , zu versuchen , nicht nur eine Höchstgrenze für die Beihilfebeträge festzulegen , sondern zusammen mit den Mitgliedstaaten zu prüfen , wie solche Beihilfen nach und nach verringert werden können
