We Greens also see it as important progress that the LIFE programme and the programme for the protection of the environment have been prevented from falling by the wayside.I would , however , like to say with equal clarity that what I see in a negative light is the shape taken by the payments for 2005. We do , admittedly , conclude that this round of negotiations did not offer more room for manoeuvre ; that is why we will vote in favour of this Budget. I am right behind Mr Ferber in his criticisms of the Council and in his statement describing the 1% criterion as misguided fetishism on the part of the Council. I want to make that very plain to you , as I was very pleased to hear him say this and it does not often happen that Mr Ferber and I are of one mind.The fact is that I do believe – and here I am addressing you , Mr Nicolaï – that you stated , not only in the course of our negotiations during the conciliation procedure , but also in this House today , that this House , in exactly the same way as the national governments , must be willing to decide on priorities
Auch dass das Programm LIFE und das Umweltschutzprogramm nicht unter die Räder gekommen sind , ist aus grüner Sicht natürlich ein Fortschritt und wichtig.Ich möchte aber genauso deutlich sagen , dass meine negative Bewertung darauf abzielt , wie die Zahlungen für das Jahr 2005 aussehen. Wir kommen zwar abschließend zu dem Ergebnis , dass diese Verhandlungsrunde nicht mehr Spielraum bot ; deswegen werden wir diesem Haushalt auch zustimmen. Ich unterstütze Herrn Ferbers Kritik am Rat sehr und seine Äußerung , mit der er dieses 1 % - Kriterium als einen falschen Fetisch des Rates bezeichnet hat. Dies sage ich Ihnen sehr deutlich , da seine Äußerung mich doch sehr erfreut hat und es nicht häufig vorkommt , dass Herr Ferber und ich einer Meinung sind.Ich glaube nämlich folgendes , und da möchte ich mich auch noch einmal direkt an Herrn Minister Nicolaï wenden : Sie haben nicht nur bei unseren Verhandlungen im Vermittlungsverfahren , sondern auch heute in diesem Hause gesagt , genauso wie die nationalen Regierungen müsse natürlich das Europäische Parlament gewillt sein , Schwerpunkte zu setzen. Das ist richtig. Meine Kolleginnen und Kollegen haben eben auch schon gesagt , dass wir alle ein großes Interesse an Haushaltsdisziplin und seriösem Haushaltsgebaren haben. Aber genauso müssen Sie sich unsere Frage gefallen lassen , denn wenn man Schwerpunkte setzen muss , gilt das natürlich auch für die nationalen Regierungen
Mr President , I have very mixed feelings about the recommendations on economic policy put forward by the Commission , and also about the report by Mr Katiforis , and I feel there is a great deal of food for thought. However , we reject the overall view. Firstly , it is quite astonishing how ready the other groups are to accept , without criticism , a fairly dogmatic kind of neo - liberalism. Reference is made in the recitals , with evident concern , to the decline in public investment in infrastructure , yet in the conclusions one is expressly warned against an active public investment policy.In my view , flexibility , liberalisation and monetarism are the one - sided aspects of this policy. Given that express reference is made to the fact that current economic policy is guided by the objectives of the Stability Pact , and the Commission wants to go further still , then it is obvious that social , cultural and environmental needs will inevitably be sacrificed to this as a matter of principle.Secondly , owing to radical technological change , and I quote : an overall revision in the conditions of work , remuneration and taxation is being called for , with no reference to the need to conserve and rejuvenate the social and participatory institutions that have determined the nature and success of the European social model.Thirdly , as someone has already mentioned , this report talks in terms of a new fetishism for growth. Full employment , and even the transition to the knowledge - based society are thought to be almost exclusively dependent on higher growth
Herr Präsident. Die von der Kommission vorgelegten wirtschaftspolitischen Empfehlungen und auch den Bericht des Kollegen Katiforis sehe ich durchaus differenziert und denke , daß manches bedenkenswert ist. Das Gesamtkonzept jedoch lehnen wir ab. Erstens : Es ist schon frappierend , wie kritiklos die anderen Fraktionen einen ziemlich dogmatischen Neoliberalismus übernehmen. In den Erwägungsgründen wird der Rückgang öffentlicher Investitionen in die Infrastruktur mit offensichtlicher Besorgnis registriert , in den Schlußfolgerungen wird jedoch ausdrücklich vor einer aktiven öffentlichen Investitionspolitik gewarnt.Ich meine , daß Flexibilität , Liberalisierung und Monetarismus die einseitigen Konzepte dieser Politik sind. Wenn ausdrücklich gesagt wird , daß die Ziele des Stabilitätspaktes derzeit die Richtschnur für die Wirtschaftspolitik sind und die Kommission sogar darüber hinausgehen will , dann ist es zwangsläufig , daß soziale , kulturelle und ökologische Erfordernisse ihnen offensichtlich recht prinzipiell geopfert werden.Zweitens : Es wird ausgehend von den technologischen Umwälzungen - ich zitiere - eine völlige Umgestaltung der Arbeitsbedingungen , der Entlohnung und der Besteuerung verlangt , ohne auf die Notwendigkeit der Erhaltung und Erneuerung sozialer und partizipatorischer Institutionen hinzuweisen , die das Wesen und den Erfolg der europäischen Sozialmodelle ausgemacht haben.Drittens , es ist schon angesprochen worden , wird ein neuer Wachstumsfetischismus in diesem Bericht postuliert. Vollbeschäftigung , selbst der Übergang zur sogenannten Wissensgesellschaft , werden praktisch ausschließlich von höherem Wachstum abhängig gemacht. Die gerechte Verteilung der vorhandenen Erwerbsarbeit , die Realisierung eines modernen dritten Wirtschaftssektors für soziale , kulturelle und ökologische Dienstleistungen , Regionalisierung von Wirtschaftskreisläufen , Nachfragepolitik oder gar die sozialen bildungspolitischen und kulturellen Inhalte einer Wissensgesellschaft werden dagegen ignoriert. Für das Wachstum wird in den Erwägungsgründen sogar offensichtlich die Verletzung der existentiellen Klimabeschlüsse von Kyoto in Aussicht genommen
