As an economist , I would remind the antiglobalisation protestors that wealth has to be created before it can be distributed. However , if Europe's goal of full employment is to be more than just the egotistic vision of a wealthy Community , it must be translated into a global objective of accompanying the process of liberalisation of free trade with active employment policies which will help to produce active societies and thus lead to social inclusion : by overcoming what is known as the digital divide , by building up human capital , by promoting self - employment. Making employment a priority must lead to the widespread introduction of minimum levels of protection for all people. Fighting against poverty means improving cooperation between the World Bank , the International Monetary Fund , the ILO and the WTO in order to integrate macro - economic stability and development policies with social policies.As you can see , a great deal has changed since the summits of the mid - '70s. Als Ökonom möchte ich die Globalisierungsgegner darauf hinweisen , dass Wohlstand erst erzeugt werden muss , ehe man ihn verteilen kann. Gleichwohl muss das EU - Ziel der Vollbeschäftigung , damit es sich nicht als pure selbstsüchtige Vision einer reichen Gemeinschaft darstellt , als globales Ziel der Flankierung des Liberalisierungsprozesses im Handel durch energische arbeitsmarktpolitische Maßnahmen , die eine aktive Gesellschaft und somit soziale Integration bewirken können , zum Ausdruck gebracht werden : Dies muss durch die Überwindung der so genannten digitalen Kluft , durch die Ausbildung der Humanressourcen und die Unterstützung selbständiger Erwerbstätigkeiten geschehen. Das Primat der Arbeit muss zur Verbreitung von Mindestschutzniveaus für alle führen. Armutsbekämpfung bedeutet Verbesserung der Zusammenarbeit zwischen Weltbank , Internationalem Währungsfonds , ILO und WTO , um die makroökonomische Stabilitäts - und Entwicklungspolitik mit der Sozialpolitik zu verbinden.Wie man sehen kann , hat sich gegenüber den Gipfeln Mitte der 70er Jahre viel verändert. Auf dem Gipfeltreffen in Genua werden , wie Kommissar Patten in Erinnerung brachte , die Staats - und Regierungschefs als Gäste des italienischen Staatspräsidenten am ersten Tag mit UNO - Generalsekretär Kofi Annan , mit dem Präsidenten der Europäischen Kommission Romano Prodi , dem amtierenden Ratspräsidenten der Union Guy Verhofstadt , den Direktoren der FAO , der WTO , der WHO und der Weltbank sowie mit den Präsidenten von Nigeria , Südafrika und Algerien , die den Hilfs - und Entwicklungsplan für Afrika auf den Weg gebracht haben , zusammentreffen.Der G8 - Gipfel ist sicher eine Übung in Sachen global governance , die , obschon sie vervollkommnet werden kann und muss , heute schon eine wesentlich breitere Basis hat als noch in den 70er und 80er Jahren.Zweitens ist da das Problem der Schulden der Dritten Welt
