Mr Jarzembowski has already pointed out how difficult it is to weigh in the balance maximum safety on the one hand and costs – which have to be affordable – on the other. If one were to look at this solely from the point of view of the safety of human beings , one would have to demand immediate rebuilding , with bi - directional tunnels and so on. If , though , one considers these things in relation to costs – which one also has to do – then a new middle way has to be found.I agreed with the rapporteur that the rather stringent regulation that the Commission proposed was a good foundation. It became apparent , though , in the course of debates in the committee , as well as in discussions with the Council and , eventually , with the Commission , that some points might well call for a gentler approach , and so we came to a compromise , but one that takes account of the essential safety aspects
Rein vom Standpunkt der Sicherheit der Menschen aus gesehen , müsste man sagen , dass sofort umgebaut werden müsste , Zwei - Richtungen - Tunnel etc. Aber wenn man das in Relation zu den Kosten setzt - und das ist nun einmal auch notwendig - , dann muss man zu einem neuen Mittelweg kommen.Ich habe mit dem Berichterstatter darin übereingestimmt , dass die eher strenge Regelung , die die Kommission vorgeschlagen hat , eine gute Grundlage war. Aber es hat sich dann doch in der Debatte im Ausschuss , aber auch mit dem Rat und letztendlich auch mit der Kommission , erwiesen , dass vielleicht manches etwas sanfter gehandelt werden muss , und so sind wir zu einem Kompromiss gekommen , der aber doch die wesentlichen Sicherheitsaspekte berücksichtigt. Auf die besondere Situation in Städten hat Kollege Jarzembowski auch schon hingewiesen.Ganz wichtig ist uns immer gewesen , dass es klare Verantwortlichkeiten gibt , dass nicht unklar ist , wer wofür bei der Tunnelsicherheit verantwortlich ist
Marine space is definitely the area where the most integrated policies are applied in real terms. The seas provide the environment for a multi - directional communication among countries , people , activities and policies. In Bulgaria , we say , The sea brings together all things distant.” I stress that the Black Sea , as an eastern border , and the Black Sea Region should enjoy equal treatment with all other marine policies.Contemporary development poses serious challenges before marine countries , and not only before them. On the one hand , there is the need to protect the environment , water , coastal areas , biodiversity , the employment opportunities of people , and on the other hand , there is the challenge to use marine resources in the interest of the development of society and the people. There are many vital components in this policy. I draw your attention to the need for strict oversight of marine transportation and of all energy projects involving the crossing of seas and to ensure sustainability and renewable marine resources. The situation remains the same today
Das Meer ist zweifellos der Bereich , in dem konkret das höchste Maß an Integration zu verzeichnen ist. Es bietet das geeignete Umfeld für eine mehrfach ausgerichtete Kommunikation zwischen Ländern , Menschen , Aktionen und Handlungsfeldern. Ein bulgarisches Sprichwort besagt , dass das Meer alles Ferne zusammenführt. Ich möchte besonders hervorheben , dass das Schwarze Meer als Grenze im Osten und die Schwarzmeer - Region die gleiche Behandlung erfahren sollten wie alle anderen Meeresbereiche.Die gegenwärtige Entwicklung stellt die Küstenstaaten , aber auch andere Länder vor große Herausforderungen. Auf der einen Seite besteht die Notwendigkeit , die Umwelt , die Gewässer und die Küstengebiete zu schützen , die Artenvielfalt zu erhalten und gleichzeitig Arbeitsmöglichkeiten für die dort lebenden Menschen zu gewährleisten. Andererseits gilt es die schwierige Aufgabe zu meistern , das Meer mit seinen Ressourcen so zu nutzen , dass dies der Entwicklung der Gesellschaft und der Bevölkerung zugute kommt. Die integrierte Meerespolitik beinhaltet eine Vielzahl wesentlicher Bestandteile. Ihre Aufmerksamkeit möchte ich deshalb auf eine strenge Überwachung des Seeverkehrs und aller mit einer Durch - oder Unterquerung von Meeresgewässern verbundenen Energieprojekte lenken , damit die Nachhaltigkeit und die erneuerbaren Meeresressourcen nicht gefährdet werden. Über viele Jahre sicherte das Meer unseren Vorfahren Prosperität und war Quelle eines beträchtlichen Einkommens

Certainly the budget of the Socrates programme has been substantially increased thanks to the tenacity and efficiency of our colleague , Doris Pack , whom we should once again congratulate on her activities , but there is now a real demand for the education and youth programmes , to which it would be a pity not to respond.Secondly , there is a need to ask questions about the CEECs needs with regard to education and training. Poland , like the Slovak Republic , cannot escape the need to adapt its educational system , not only in relation to the European Union , but also in the context of globalization and the development of the new technologies we are seeing today.These three programmes can provide answers and not inconsiderable help , but the nature of their activities is multi - directional , which means they do not have an obligation to respond to these objectives. Now the enlargement procedure , and its corollaries - the principles of free movement and mutual recognition of diplomas - presuppose real progress in education
In Artikel 126 des EU - Vertrags werden der Europäischen Union in diesem Bereich Zuständigkeiten zugewiesen , die , auch wenn sie noch so begrenzt sind , doch Ausdruck eines ernsthaften Willens sind , in diesen Bereichen etwas zu unternehmen.Man kann deshalb sagen , daß die Stellung der Jugendlichen und ihre Eingliederung ins Berufsleben eines der wichtigsten Anliegen der Europäischen Union ist , und da ist es um so bedauerlicher , wenn begleitende Maßnahmen seitens der Unterzeichnerstaaten ausbleiben.Zudem ist auch die Frage der Mittel anzusprechen. Das Budget des SOKRATES - Programms wurde zwar dank der Beharrlichkeit und des effizienten Wirkens unserer Kollegin Doris Pack aufgestockt , die ich hier noch einmal zu ihrer Arbeit beglückwünschen möchte , aber nach den Programmen Bildung und Jugend besteht derzeit eine ernsthafte Nachfrage , und es wäre schade , wenn wir darauf nicht reagieren könnten.Zweitens ist die Frage aufzuwerfen , wo der Bedarf der MOEL im Bereich Erziehung und Bildung angesiedelt ist. Polen muß - nicht anders als die Slowakei - sein Bildungssystem anpassen , und zwar nicht nur in bezug auf die Europäische Union , sondern auch im Zusammenhang mit der Globalisierung und der Entwicklung neuer Technologien , wie wir sie heute kennen
