I noted that none of our political representatives was concerned about climate change. There was more discussion of increasing the amount of land available for soya production and deforestation to gain more cultivable land ; even our delegation had not paid much attention to the topic.I would therefore ask the following question : are we in the process of devising a twin - speed policy in Europe. Would it not be better to coordinate our position everywhere , in the knowledge that the climate change policy is a policy on the redistribution of resources

Es war mehr die Rede von der Erhöhung der Flächen für den Sojaanbau und über die Rodung von Wäldern , um Ackerland zu gewinnen. We are still watching those responsible for the 15 , 000 former Vietnamese boat people who reside in Hong Kong. It is why respect for human rights and for reconciliation must underlie the programmes - respect for land rights too in countries like Guatemala where 70 % of the cultivable land is held by just 2 % of the population.We welcome the fact that our first reading amendments on conflict prevention , on environmental considerations , on combating sexual violence and on help to host communities have been incorporated into the legislation. But on laying down principles for these programmes for the very first time , important omissions still remain. Why is there no reference to participation by refugees themselves , and to targeted aid to women's , disabled and other social groups , which is an essential precondition for the success of these programmes. Why limit assistance to basic health needs when long - term counselling is also needed to heal the psychological wounds of conflict
Aus diesem Grunde bringen wir erneut unseren Änderungsantrag ein , in dem wir fordern , daß die europäische Flüchtlingshilfe niemals gegen das Grundprinzip des Non - Refoulement zusammenarbeiten darf. Die Rückführung muß auf freiwilliger Basis erfolgen , oder es gibt keine europäische Hilfe. Noch immer beobachten wir die Verantwortlichen für die 15.000 ehemaligen vietnamesischen Bootsflüchtlinge , die in Hongkong leben. Aus diesem Grunde zählen Versöhnung und Respektierung der Menschenrechte zu den grundlegenden Prinzipien der Programme. Das gilt auch für die Landrechte in Ländern wie Guatemala , wo 70 % des nutzbaren Bodens im Eigentum von lediglich 2 % der Bevölkerung steht.Wir begrüßen sehr , daß bereits während der ersten Lesung unsere Änderungsanträge zur Konfliktvermeidung , zur Einbeziehung von Umweltaspekten , zur Bekämpfung des Problems sexueller Gewalt und für die Unterstützung der Aufnahmegemeinschaften in die neue Gesetzgebung aufgenommen worden sind. Doch da wir zum ersten Mal Grundprinzipien für die Programme festlegen , gibt es noch erhebliche Defizite. Warum fehlt ein Verweis auf die Beteiligung der Flüchtlinge und auf gezielte Hilfen für Frauen , Behinderte und andere soziale Gruppen , was eine wichtige Voraussetzung für den Erfolg dieser Programme ist
