Whilst I recognise that individual Member States have to take part ownership of this problem , I feel that the Union has not treated this tragic reality with the urgency , concreteness and effectiveness it deserves.It is clear that we are still far from implementing the burden - sharing policy. The Union has to take immediate and urgent action and provide the necessary funds , know - how , intelligence and diplomatic support needed to tackle this global concern effectively and humanely.This is an international problem and therefore necessitates an international solution. In the long term , a joint endeavour by Europe and the United Nations could go a long way towards resolving this issue in a more holistic manner , especially where non - EU countries are concerned
Ich stimme zwar zu , dass sich die einzelnen Mitgliedstaaten in mancher Hinsicht für dieses Problem zuständig fühlen müssen , doch bin ich der Auffassung , dass die Gemeinschaft auf diese tragische Realität nicht so schnell , konkret und wirksam wie nötig reagiert hat.Es liegt auf der Hand , dass wir noch weit davon entfernt sind , die Strategie der Lastenteilung umzusetzen. Die Union muss unverzüglich Maßnahmen ergreifen und die Mittel , das Know - how , die nachrichtendienstlichen Informationen und die diplomatische Unterstützung zur Verfügung stellen , die notwendig sind , um diesem globalen Problem wirksam und auf menschliche Weise zu begegnen.Dies ist ein internationales Problem , das daher auch eine internationale Lösung erfordert. Langfristig gesehen können gemeinsame Bemühungen der Union und der Vereinten Nationen insbesondere im Zusammenhang mit den Drittstaaten viel zu einer ganzheitlicheren Lösung beitragen
Madam President , concreteness is valuable to politics and must be a characteristic of politics. We are faced with a valuable choice because it is concrete , and it is concrete because it takes account of the quality and quantity of agricultural production with mechanisms to assist production and with mechanisms to determine national quotas ; it is concrete because it takes account of the urgency of intervention ; last but not least , it is a concrete political choice because it takes into account the Mediterranean dimension and the rural dimension of the European economy. I believe that these factors must be underlined at this time and hope that the debate serves to make this intervention more , and not less , concrete. We hope the amendments we shall be approving today will restore the spirit and the letter of that document , particularly as regards the increase in maximum guaranteed quantities and their national distribution on the basis of real and reliable data
Frau Präsidentin , Konkretheit ist ein Grundsatz der Politik , sollte aber auch ein Wesensmerkmal der Politik sein. Wir stehen vor einer Grundsatzentscheidung , da sie konkret ist , und sie ist deswegen konkret , weil es um Qualität und Quantität der landwirtschaftlichen Produktion mittels Mechanismen wie Erzeugerbeihilfen oder Festlegung einzelstaatlicher Quoten geht , sowie darum , daß Interventionsmaßnahmen dringend ergriffen werden. Last , but not least handelt es sich um eine konkrete politische Entscheidung , da es um die mediterrane und die landwirtschaftliche Dimension der europäischen Wirtschaft geht. Diese Elemente müssen meines Erachtens jetzt hervorgehoben werden , in der Hoffnung , daß durch die heute geführte Aussprache der konkrete Charakter der Intervention , um die es geht , verstärkt und nicht geschwächt wird
Mr President , on the evening of Sunday , 24 November 1996 , the extraordinary Council of economic and finance ministers worked flat out to arrange for Father Christmas to visit the Italians a month early , and to come up with a brilliant solution - fixing the lira within the exchange mechanism of the European Monetary System at a rate of 990 to the German mark ; it may be remembered that the lira exchange rate a few weeks earlier was 1010 - 1020. This is a worrying development , bearing in mind that this decision will significantly reduce the former encouraging prospects for exports from northern Italy. Not only that , but these moves impose a further penalty on the incomes of small - and medium - sized enterprises , already persecuted by a perverse tax system - they are going to have to think about their futures and about how to live with an unfavourable exchange rate.Despite an unfavourable economic climate , the European Union has made significant progress towards monetary convergence in 1996. If progress continues at the same pace , virtually all those Member States who wish to do so will be able to join Stage Three of European monetary union on 1 January 1999. There is no lack of imagination in the European Union , but there is no concreteness either : the stricter the interpretation of the convergence criteria and the other significant factors , the smaller will be the number of Member States joining , and yet - I must emphasize - the interpretation will once again be a political decision , taken by a two - thirds majority of the Ecofin Council.What scale can be used to quantify the problems of unemployment , of the cost of running the country , of interest rates and of inflation - which , in Italy , has reached an all - time low only as a result of reduced consumption. The determination of every state to become a full member of Europe will not be enough , even the Euro - tax proposed by Italy will not be enough
Herr Präsident , der Sonderrat Wirtschaft und Finanzen hat am Sonntagabend , dem 24. November 1996 , unter großem Zeitdruck gearbeitet , um den Italienern eine um einen Monat vorgezogene Weihnachtsbescherung zu bereiten. Er fand eine geniale Lösung , indem er den Kurs der italienischen Währung innerhalb des Europäischen Währungssystems auf 990 Lire für 1 DM festlegte. Es sei daran erinnert , daß der Wechselkurs für die italienische Währung einige Wochen vorher zwischen 1010 und 1020 Lire lag. Das ist besorgniserregend , wenn man bedenkt , daß durch diesen Beschluß die zuvor aussichtsreichen Perspektiven für die norditalienischen Exporte erheblich verschlechtert werden. Aber nicht nur das : Mit solchen Lösungen belastet man zusätzlich die Einnahmen der kleinen und mittleren Unternehmen , die schon jetzt unter einem perversen Besteuerungssystem leiden und sich nun Gedanken über ihre Zukunft und auch darüber machen müssen , wie sie mit einem ungünstigen Wechselkurssystem zurechtkommen sollen.Trotz eines negativen Wirtschaftsklimas gab es 1996 innerhalb der Europäischen Union eine bemerkenswerte Währungskonvergenz. Wenn die Entwicklung sich in dieser Weise fortsetzt , dann können alle Mitgliedstaaten , die dies wünschen , vom 1. Januar 1999 an an der dritten Phase der Europäischen Währungsunion teilnehmen. In der Europäischen Union fehlt es nicht an Phantasie , aber es gibt keine konkreten Anhaltspunkte. Je strenger man die Konvergenzkriterien und die anderen wichtigen Faktoren auslegt , desto geringer wird die Anzahl der zugelassenen Staaten sein , und dennoch wird die Auslegung - wie ich betonen möchte - wieder einmal eine politische Entscheidung sein , die mit Zweidrittelmehrheit vom ECOFIN - Rat gefaßt wird.Wie wird man die Probleme der Arbeitslosigkeit , der Kosten der öffentlichen Verwaltung und der Inflationsrate bewerten , die in Italien lediglich aufgrund eines Konsumrückgangs einen historischen Tiefststand erreicht hat. Um ein vollwertiges Mitglied der Europäischen Union zu werden , reicht weder der gute Wille noch die in Italien geplante Eurosteuer. Es ist unausweichlich , daß sich alle Staaten zuvor vereinbarten strengen Entscheidungen unterwerfen , und das schließt auch die Toleranzmargen mit ein
