| This aid has been increased to meet the food shortage. The total aid for 1997 thus rose to about 230 , 000 tonnes of cereal equivalent. Part is distributed via the World Food Programme , and part bilaterally. As well as this aid , there are specific nutritional programmes for children and a complete set of health aid actions , which are supplied by UNICEF and the various NGOs , Médécins Sans Frontières , the International Federation of the Red Cross , etcetera. Today , Mr Pettinari , the European Union , with ECU 66.5 million , is the biggest aid donor to North Korea.Independent checkers are working in the country , in close collaboration with the World Food Programme , UNICEF and the NGOs , to ensure that our aid is used effectively , and of course to ensure that it is not deflected from its purposes.The Commission has successfully adopted a firm position so that the monitoring teams can work without hindrance. The result of these urgent actions is positive. The officials of the World Food Programme estimate that the nutritional state of young children has improved.Nevertheless , the food situation of Korea remains - and I share the feelings of many of you - very difficult. Additional aid measures may have to be adopted in the coming months. For this , the Commission is waiting for the result of the research by FAO and the World Food Programme on the quality of the harvests in Korea | Diese Hilfen wurden aufgrund der Nahrungsmittelknappheit erhöht. Die Europäische Union , Herr Pettinari , ist heute mit 66 , 5 Millionen ECU der wichtigste Geber von Hilfen für Nord - Korea.In enger Zusammenarbeit mit dem WEP , der UNICEF sowie den Nichtregierungsorganisationen sind vor Ort unabhängige Prüfer tätig , um einen wirksamen Einsatz unserer Hilfe sicherzustellen und natürlich dafür Sorge zu tragen , daß sie nicht in die falschen Kanäle gelangt.Die Kommission hat mit Erfolg einen entschlossenen Standpunkt angenommen , damit die Überwachungsteams ungehindert arbeiten können. Das Ergebnis dieser Dringlichkeitsmaßnahmen ist positiv. Die Verantwortlichen des Welternährungsprogramms sind der Ansicht , daß sich der Ernährungszustand von kleinen Kindern verbessert hat.Die Versorgungslage in Korea bleibt - und damit bin ich gleicher Meinung wie viele von Ihnen - dennoch sehr schwierig. In den nächsten Monaten können vielleicht zusätzliche Hilfsmaßnahmen beschlossen werden. Hierzu wartet die Kommission das Ergebnis der Untersuchungen der FAO und d es Welternährungsprogramms über die Qualität der Ernten in Korea ab.Aber es ist klar - und damit schließe ich mich einer Bemerkung , ich glaube von Herrn Dupuis , an - , daß wirtschaftliche Reformen notwendig sind |
