Denn es kann doch nicht sein , daß zwei Firmen , die auf einem ganz unterschiedlichen Niveau produzieren , eine mit einem schlechten technologischen Standard und eine mit einem hohen technologischen Standard , beide EMAS durchführen und beide zertifiziert werden. Das ist doch absurd , das ist letztendlich auch eine Irreführung derjenigen , die durch Werbung vielleicht EMAS einkaufen
Even the 2 000 registered in Germany represent only a tiny percentage of the large organisations. This is because the system is terribly complex. In my opinion , Commissioner , the entire verification procedure should be simplified. Why are there many verifiers in Germany. The reason is that they are natural persons. As Mr Valverde has said , what happens in a great many other countries is that the accrediting bodies will only accredit insurance companies or standardisation companies and that makes the complex procedure even more difficult.I trust the new version will help to improve this situation. Nevertheless , I suspect that most organisations will continue to be certificated under ISO 14001 , and environmental audits under ISO 14010 and 14011 , because it is so much more practical and useful to do so
Das liegt daran , daß das System furchtbar kompliziert ist. Frau Kommissarin , ich glaube , daß das gesamte Prüfungsverfahren ein wenig vereinfacht werden müßte. Warum gibt es in Deutschland so viele Prüfer. Weil es sich um natürliche Personen handelt und weil , wie Herr Valverde festgestellt hat , in sehr vielen Ländern von den Zulassungsstellen praktisch ausschließlich Versicherungs - und Normungsgesellschaften zugelassen werden , wodurch das komplizierte Verfahren erheblich erschwert wird.Ich hoffe , daß sich die Situation im Zuge der Umsetzung der neuen Fassung verbessern wird. Ich fürchte jedoch , daß die meisten Unternehmen nach wie vor auf ISO - 14001 - Zertifikate und Umweltprüfungen nach den Normen ISO 14010 und 14011 setzen werden , weil dies wesentlich praktischer und wesentlich zweckdienlicher ist und letztendlich auf dasselbe hinausläuft , weil das EMAS - System zu 80 % der Norm ISO 14001 entspricht. Bleibt nur die Prüfung , und diese muß die Frau Kommissarin vereinfachen. Ich muß ganz offen sagen , wenn die Änderungsanträge , die der Zielsetzung zuwiderlaufen , durchgehen , muß ich für mich und eine Reihe von Kollegen sagen , daß wir dann dem Bericht nicht zustimmen können
