As long as we have acceptance of the upper safe limit , consumer choice should prevail. Millions of people in Europe have bought vitamins and minerals of their choice. Not only have they had no problems , but their health and well - being have benefited. Now we are faced not with a health measure but with a single - market measure which threatens to omit 300 items on this list from the positive list of items available. These 300 items are currently legally and safely on sale in the shops of my country and yours , Commissioner. They are not oddball items - they are things based on boron , calcium , copper , iron , manganese , potassium , selenium , zinc and so on. If these items fail in 18 short months to get the scientific committee's approval or to get their dossier in , then they will come off the market. That is not a problem for large manufacturers , but it is a very serious problem for the small ones

Für große Hersteller ist das kein Problem , doch für die kleinen Hersteller ist das ein sehr großes Problem
Mr President , ladies and gentlemen , in the context of the review of Community legislation on water quality , and in accordance with the Council's conclusions of December 1993 , the present proposal introduces substantial changes by comparison with directive 80/778 which is currently in force. It aims , in fact , to guarantee better protection of human health and , for the first time , lays down a number of minimum quality requirements for drinking water throughout the Community.Although on the one hand it is fair to say that this proposal does tend to simplify the present directive by adjusting the reference parameters concerning contents of lead , boron , copper , etc. , on the other hand it is necessary to stress how little attention was paid , during the discussions by the Committee on the Environment , Public Health and Consumer Protection , to certain fundamental aspects of the utmost importance.Specifically , it is surprising that there has been insufficient discussion of the problem of copper which , in the Commission's proposal , has been inserted into the table relating to chemical parameters - which lists poisons such as arsenic , cyanide , mercury , lead , etc. instead of appearing in the table relating to indicator parameters , which are used to check and speed up measurements of possible changes in water quality whose beneficial properties are clearly highlighted in the report issued by the World Health Organization in October 1996.I should point out that this shortcoming has given rise to many suspicions , which have been heightened by a study of the amendments approved by the Committee on the Environment , Public Health and Consumer Protection ; by way of example , let me quote the amendment to the fourteenth recital , in which the Commission is called upon to bring about the drawing up of European standards in respect of materials for the supply of drinking water. What will these new materials be , what vested national interests may there be. In addition , I should point out that although the reduction in the maximum lead content and the consequent reduction in lead piping is justifiable at least from the health standpoint , we should certainly not forget that the burden of this investment is causing hesitation by the majority of the Member States. For Italy alone , a figure of 30 billion lire has been calculated , 80 % of which is accounted for by the replacement of piping within dwellings , to be carried out over 15 years.Since water is the most widespread of all substances , it is important that it should be completely clear for the protection of the consumer. It would seem , indeed , that this definition would exclude from supervision all areas where bathing is practised by a moderate number of bathers
Herr Präsident , zwei starke Argumente sprechen für eine Änderung der Trinkwasserrichtlinie aus dem Jahr 1980.Das erste Argument ist der Stand der Kenntnisse der Wissenschaft über die Toxizität von Schadstoffen für die Gesundheit des Menschen. Dieser Erkenntnisstand hat sich erheblich verbessert. Zum zweiten finden sich heute im Trinkwasser Schadstoffe , die es vor fünfzehn Jahren überhaupt nicht gab oder die sich im Trinkwasser nur in sehr geringen Mengen fanden.Wie ist es zur Zeit um die Qualität des Oberflächen - und des Grundwassers bestellt. Sie verschlechtert sich. Auch die Kommission gibt dies in ihrem letzten Bericht zu. Schwerwiegende Probleme entstehen vor allem durch Nitrate und Pestizide , aber auch durch Organochlorverbindungen.Zwei Lösungsansätze sind hier denkbar. Entweder wird die Richtlinie im Sinne eines besseren Gesundheitsschutzes strenger gestaltet , oder die Richtlinie wird zur Anpassung an die Wirklichkeit weniger streng formuliert , und das alles im Namen des Realismus. Die Kommission hat sich leider - mit Ausnahme eines für Blei geltenden Parameters - für den zweiten Weg entschieden. Bei manchen äußerst wichtigen Parametern wie Pestiziden , chlorhaltigen Lösungsmitteln und Trihalomethanen hat sie eine völlig unzureichende Reaktion gezeigt , obwohl es sich hierbei häufig um krebserregende Stoffe handelt.Bei einem anderen Parameter , der eigentlich eine Familie von Parametern ist , nämlich der Radioaktivität , ist überhaupt kein Grenzwert festgelegt worden , und ich darf die Kollegen an dieser Stelle darauf hinweisen , daß es - anders als im Ausschuß gesagt - auch in der entsprechenden Euratom - Richtlinie keinen Grenzwert für radioaktive Elemente gibt
