. – Mr President , I agree with Mr Dimas that we need to do more in order to make the way in which the European Union addresses extensive natural disasters , both those which affect Europe itself , such as floods , drought or fires , and other natural disasters beyond our borders , such as the tsunami or the hurricane in Mississippi and Louisiana , stronger and more effective

We have become starkly aware of more frequent and more severe natural disasters across the EU and the world. Upon recalling the last 15 months , for example , we have witnessed the tsunami disaster in Asia ; the strong tropical cyclone in Louisiana and Mississippi ; the devastating floods in Romania , Bulgaria , Switzerland , Austria , Germany and France ; the serious drought in Spain and Portugal and the fires that have destroyed nearly 180 000 hectares of forest in Portugal
Uns allen ist schmerzhaft bewusst , dass sowohl in der EU als auch weltweit immer häufiger immer schwerere Naturkatastrophen auftreten. Allein in den letzten 15 Monaten wurden wir beispielsweise Zeuge der Tsunami - Katastrophe in Asien , des heftigen tropischen Wirbelsturms in Louisiana und Mississippi , der verheerenden Überschwemmungen in Rumänien , Bulgarien , der Schweiz , in Österreich , Deutschland und Frankreich , der Dürrekatastrophe in Spanien und Portugal und der Waldbrände , die in Portugal fast 180 000 Hektar Wald zerstört haben
Mr President , I should like to begin my speech with the warm congratulations deserved by a well - drafted report such as that presented by Mr Walter. I would also make an initial remark comparing one aspect of our situation with that of the United States. Per capita income in the richest region in the United States , Connecticut , is twice as high as that in the poorest , Mississippi. Per capita income in Thuringia , the poorest region in the European Union , is one sixth of that in Hamburg. Perhaps it is realities such as these , amongst other things , which ensure that economic and social cohesion is not an incidental goal of the European Union , but an objective which is enshrined in the Treaties.The European Parliament is calling on the Intergovernmental Conference to promote and defend economic and social cohesion as a key element of the European Union. And we must state quite clearly that we fear that economic and monetary union may have a serious negative impact on cohesion , if the necessary accompanying measures are not taken.I do not intend to examine the statistical details of convergence. Let me simply point out that at the present time , the only three countries which would fulfil the convergence criteria are Argentina , Taiwan and Singapore. I should like to know how many interpretations of the Maastricht Treaty will be made if France or Germany fail to fulfil the criteria. It is good to provide a model of budgetary discipline - I agree with that ; but it is better still to ensure that no mistakes are made with regard to convergence
Herr Präsident , auch ich begrüße diesen Bericht und beglückwünsche den Berichterstatter.Die Verringerung der regionalen Unterschiede ist ja bekanntlich eines der grundlegenden Ziele der EU. Irland hat darauf bestanden , den Artikel 130b in den Vertrag von Maastricht aufzunehmen. Die irische Wirtschaft ist eine sehr offene Wirtschaft und sehr abhängig vom Außenhandel. Wir haben dies erst kürzlich wieder bei der Rindfleischkrise erlebt , die sich auf unsere Exporte ausgewirkt und gezeigt hat , wie abhängig wir sind. Meiner Meinung nach wird die WWU Irland und anderen Randregionen besondere Vorteile bringen. Zwischen der WWU und der Kohäsion muß eine ausgewogene Beziehung bestehen. Nach dem Jahr 2000 müssen die Strukturfonds in ihrer dritten Stufe qualitativ und quantitativ gestärkt sein. Zwischen den fortbestehenden Bedürfnissen der jetzigen Mitgliedstaaten und den Forderungen der neuen Mitgliedstaaten , die uns in der nächsten Erweiterungsphase beitreten werden , muß abgewogen werden.Was die Arbeitslosigkeit anbelangt , habe ich zwar Verständnis für die Schwierigkeiten , sie in die Konvergenzkriterien einzureihen , aber ich bin der Meinung , daß im neuen Vertrag ein Kapitel über Arbeitslosigkeit oder Beschäftigung enthalten sein sollte. Es ist gut , eine Vorstellung von Haushaltsdisziplin zu geben - ich bin einverstanden damit - , aber ich unterstreiche , daß es noch besser ist , in Sachen Konvergenz keine Fehler zu begehen
