We can lay down the technical rules , Commissioner , yes , but there is more to it than that : vessels which carry passengers and freight are involved , as the recent accident at sea off Catalonia again reminded us. Anyway , I agree with the rapporteur.But , Commissioner , in addition to technical rules we need a decent policy for modernising the fleet. That means permanent compensation for breaking up vessels and , secondly , better infrastructure. There is none of that at present , Commissioner. Mr McMahon said as much already. We need better infrastructure for our inland waterways to improve our links with Eastern Europe , and there is not a single inland waterways project in the TENs , nor is there a single project under our programmes of aid to Eastern Europe. That needs to change , and fast. Das hat uns das jüngste Unglück auf dem See in Katalonien vor kurzem wieder bewiesen. Im übrigen stimme ich dem Berichterstatter zu.Aber , Herr Kommissar , neben den technischen Vorschriften benötigen wir eine brauchbare Politik für die Modernisierung der Schiffe. Das bedeutet erstens eine Abwrackprämie und zweitens eine bessere Infrastruktur. Daran , Herr Kommissar , mangelt es noch völlig. Auch Herr McMahon hat bereits darauf hingewiesen. Vor allem für die Verbindungen nach Osteuropa , und das ist wichtig , benötigen wir eine bessere Infrastruktur für die Binnenschiffahrt. In den TEN , wie auch in den Hilfsaktionen für Osteuropa , gibt es dazu nicht ein einziges Projekt
