Die BRD transferiert sehr mehr als zehn Jahren 3 bis 4 % des deutschen BIP in die so genannten neuen Länder , d. h. etwa 75 Milliarden Euro jährlich.Da es sich hierbei um Verpflichtungsermächtigungen handelt , was nicht Zahlungen bedeutet , ist zu befürchten , dass ein Teil der vorgesehenen Mittel gar nicht in den Empfängerländern ankommt. Wie der Rechnungshof gerade festgestellt hat , ist von den 520 Millionen Euro , die 2001 im Rahmen des Sapard - Programms vorgesehen waren , nur 1 Million tatsächlich in die Beitrittsländer gelangt.des Jahres 2002
