From a five - year transition period to no transition period at all , from an FTA based on maximum asymmetry to an FTA in strict conformity with WTO rules. The European Union still insists on parallel dismantling of trade tariffs in certain key sectors. I am rather struck by the irony of the Commission now using South Africa as a model for future Lomé trade negotiations. This will be the test after South Africa itself was refused Lomé trade access as it was not a typical Lomé country.We cannot be complacent about the consequences that these negotiations are having and will have on the people of South Africa. In Capetown this Friday over 30 representatives of South African trade unions and members of the South African parliament will be meeting to discuss the impact of the agreement on the livelihoods of the South African people
Aus einer fünfjährigen Übergangsfrist ist gar keine Übergangsfrist und aus einem Handelsabkommen , das auf der größtmöglichen Asymmetrie basieren sollte , ist ein Abkommen geworden , das voll mit den WTO - Regeln übereinstimmt. Die Europäische Union besteht nach wie vor auf einem parallelen Abbau der Zölle für bestimmte Schlüsselsektoren. Ich bin nicht gerade begeistert davon und halte es für ironisch , daß die Kommission Südafrika zum Modell für zukünftige Lomé - Verhandlungen über Handelsabkommen machen will. Das wird der Prüfstein sein , nachdem man Südafrika selbst den im Lomé - Abkommen vorgesehenen Handelszugang verweigert hat , weil es kein typischer Lomé - Staat ist.Wir können die Folgen , die diese Verhandlungen jetzt und zukünftig für das südafrikanische Volk haben werden , nicht selbstgefällig betrachten. Am Freitag werden sich in Kapstadt mehr als 30 südafrikanische Gewerkschaftsvertreter und südafrikanische Parlamentsabgeordnete treffen , um darüber zu diskutieren , wie sich dieses Abkommen auf den Lebensunterhalt der Menschen in Südafrika auswirken wird
What is holding up an agreement which will bring a fair deal both to South Africa and , of course , to European producers. Is it just a matter of groundless European protectionism or are there serious reasons. Which agricultural and other products are causing most problems , and what alternatives might we find to exclusion , pure and simple.Another thing : what effect will an agreement between the European Union and South Africa have on its neighbouring countries. And how can the Lomé rules be applied to South Africa without detriment to most deprived ACP countries. That is to say , how can we help South Africa to fulfil its role as the driving power of economic development in Africa , in our mutual interest , genuinely but without undue domination , and with due consideration for other states in the region. Was steht einem Abkommen im Weg , das sowohl Südafrika und natürlich auch den europäischen Herstellern eine Gleichbehandlung zukommen ließe. Ist es nur der europäische Protektionismus oder gibt es gewichtigere Gründe. Um welche Agrarerzeugnisse und um welche anderen Erzeugnisse , die noch problematischer sind , handelt es sich , und welche Alternativen zur simplen Streichung sind möglich.Welche Folgen hat ein Abkommen der EU mit Südafrika jedoch für die benachbarten Länder. Und in welcher Weise können die Bedingungen des Abkommens von Lomé auf Südafrika angewandt werden , ohne daß dadurch die AKP - Länder benachteiligt werden , welche die Unterstützung dringender benötigen. Wie kann man erreichen , daß Südafrika tatsächlich im gegenseitigen Interesse , unter Achtung der anderen Staaten der Region und ohne eine übermächtige Stellung einzunehmen , seine Rolle als treibende Kraft der wirtschaftlichen Entwicklung Afrikas wahrnehmen kann.
