| The demobilized soldiers cannot find anything to do and , thanks to the Commission's failure to act. the opposition , which would like to be based on peace and European values such as tolerance and freedom , is being robbed of its argument that Europe can be relied on.Mr van den Broek , the former Yugoslavia is not going to do us a favour by organizing itself neatly and tidily on the basis of PHARE and humanitarian aid. This is a country that has largely been destroyed , and its people are without hope. Instead of facing up to these challenges , you have fallen back on traditional ways and means , and on top of that you have not even organized them properly. And the price of all this is being paid by the people there , who so far have seen hardly anything of our aid.One glance at Mostar could have shown you what needed to be done , in other words , to organize decentralized assistance using qualified staff. In Mostar , reconstruction is proceeding hand in hand with the creation of new infrastructures , and 90 % of all projects are being carried out by local firms. This approach also makes it possible , to some extent , to walk the difficult political tightrope between aid and conditionality. But what should be done now.Commissioner , it is high time you took on full responsibility for this matter. Set up a proper team in Brussels , made up of people who will work together and not against one another. Link the PHARE Programme aid to the emergency aid. Don't create two mutually independent procurement structures. Learn from the experience gained in Mostar. Develop decentralized programmes , place more reliance on the local mayor rather than on a deposed government in Sarajevo , and get your priorities right. Encourage the formation of local infrastructures instead of looking for orders for EU companies and jobs for EU advisers. Send qualified personnel to the most important towns , and above all make use of the time leading up to the elections. Dort geht der Wiederaufbau Hand in Hand mit der Schaffung neuer Infrastrukturen. 90 % aller Arbeiten wurden von lokalen Betrieben durchgeführt. Dieser Ansatz ermöglicht es auch , die schwierige politische Gratwanderung zwischen Hilfe und Konditionalität einigermaßen zu bestehen. Was wäre nun zu tun.Übernehmen Sie , Herr Kommissar , endlich die volle Verantwortung. Bilden Sie einen vernünftigen Stab in Brüssel , wo miteinander statt gegeneinander gearbeitet wird. Verbinden Sie die Hilfe im PHARE - Programm mit der Soforthilfe. Schaffen Sie nicht zwei voneinander unabhängige Beschaffungsstrukturen. Lernen Sie aus den Erfahrungen in Mostar. Entwickeln Sie dezentrale Programme , setzen Sie mehr auf die Bürgermeister statt auf eine abgehobene Regierung in Sarajewo , setzen Sie die Prioritäten richtig. Fördern Sie die Bildung lokaler Infrastrukturen statt eine gute Auftragslage für EU - Unternehmen und Berater. Schicken Sie qualifiziertes Personal in die wichtigsten Städte , nutzen Sie vor allem die Zeit bis zu den Wahlen. Stützen Sie die unabhängigen Medien , helfen Sie der Opposition , zu Wort zu kommen. Mit einem Wort : tun Sie endlich das , wozu Sie das Parlament mit den Beschluß des Haushaltes Ende letzten Jahres beauftragt hat.Und nun eine Reaktion auf den Rat. Mir scheint , Herr Fassino , daß im Rat erhebliche Unklarheiten darüber bestehen , wie die Rückkehr der Flüchtlinge möglich werden kann. Staatsminister Schäfer zum Beispiel , der zur gleichen Zeit in Bosnien war wie die Delegation unseres Hauses , erklärte nach seiner Rückkehr , der geplanten Rückführung bosnischer Flüchtlinge ab 1. Juli stünde grundsätzlich nichts im Wege. Voraussetzung müsse jedoch sein , daß die Rückkehrer menschenwürdige Bedingungen , vor allem Wohnraum vorfinden |
