Damit befinde ich mich wohl im Einklang mit der öffentlichen Meinung in Europa. Wer trifft die Entscheidungen in der Europäischen Union. Wer trägt die Verantwortung. Vor wem hat er sich zu verantworten. Vielleicht ist der Zeitpunkt gekommen , daß der Rat politisch verantwortlich vor dem Parlament wird , das alle Bürger der Union vertritt.
