For the rest , I have the impression , on reading Amendments Nos 1 and 4 , which are concerned respectively with calling into question repression and the health aspect of drug dependence , that we are afraid both of words and the reality of the situation.The reality which is there for all to see , and which is the result of an essentially repressive policy dictated by international prohibitionist agreements and the assumed ideologies of certain countries - such as France or the United States - is the following : a continuous growth in drug trafficking and consumption , the financing of organized crime of stupendous proportions , the destabilizing of banking systems , the corruption of whole nations , the growth of delinquency due to the need for money , and the spread of AIDS. All of this under the cloak of prohibition and hypocrisy

Im übrigen habe ich jedoch bei der Lektüre der Änderungsanträge Nr. 1 und 4 , die die Hinterfragung der Strafverfolgung bzw. die gesundheitlichen Aspekte der Drogenabhängigkeit betreffen , den Eindruck , daß wir vor den Worten und vor der Realität zugleich Angst haben.Die Realität , die jeder erkennen kann und die das Ergebnis einer im wesentlichen repressiven Politk ist , welche von den prohibitionistischen internationalen Übereinkommen und den vorgefaßten Ideologien bestimmter Staaten wie Frankreich oder den Vereinigten Staaten diktiert wird , sieht aus wie folgt : stetiges Anwachsen des Drogenhandels und - konsums , Finanzierung des organisierten Verbrechens in schwindelerregender Höhe , Destabilisierung der Bankensysteme , Bestechung ganzer Staaten , Anstieg der Straffälligkeit aus Finanznot und Verbreitung von Aids unter dem Mäntelchen des Verbots und der Heuchelei
