Indeed , Mr Attaran very much questions the scientific basis underpinning these objectives and above all , the way in which achieving these is being measured. He mentions , by way of example , the objective concerning malaria , and states that even institutions such as the World Health Organisation admit that they are not certain of the relevant data that is being provided. By accepting uncertain statistics as the truth , the UN is building a set of Millennium Objectives on quicksand , according to Mr Attaran. Scientific reliability should be the first concern in development cooperation too. It is time we held a thorough debate on this very subject

Indem sie sich auf ungewisse Statistiken stützt , baut die UN in Bezug auf die Verwirklichung eines Teils der Millenniums - Entwicklungsziele laut Herrn Attaran auf Treibsand. Wissenschaftliche Zuverlässigkeit muss auch bei der Entwicklungszusammenarbeit oberstes Gebot sein. Es ist an der Zeit , dass über dieses Thema eine ausführliche Debatte geführt wird
The Union is withdrawing into its shell. That surely cannot be true. In the Middle East , in the Great Lakes area , or in Latin America the Union is allowing others to run rings around it , and is paying for them to do so.Last year was also the year of Agenda 2000. I still fear that the Commission's financial perspectives are built on quicksand , but this is not a time for short - sighted penny - pinching. Enlargement of the Union is after all one of the most important international challenges it faces in this decade. These years are years of transition. The Treaty of Amsterdam is being ratified. Progress has been modest so far , however. Experience will show how much Amsterdam has delivered. The right of veto could set us back even further. I hope that the Member States can look beyond their short - term interests and understand that their common interest lies solely in an effective common policy. The obstructive tactics by which the French Government has prevented a genuine improvement in the code of conduct on the arms trade is a glaring example of the effects of the veto threat. I only hope that ordinary citizens will understand that it is their governments , not this Parliament , which are responsible for this manifestation of impotence

Im Nahen Osten , im Gebiet der Großen Seen oder in Lateinamerika läßt sich die Union die Butter vom Brot nehmen und bezahlt auch noch dafür.Das vergangene Jahr war auch das Jahr der Agenda 2000. Ich befürchte noch immer , daß die Finanziellen Vorausschauen der Kommission keine solide Basis haben , aber jetzt darf nicht die Zeit der kurzfristigen Einsparungen sein. Die Erweiterung ist nämlich eine der bedeutendsten internationalen Herausforderungen der Union dieses Jahrzehnts. Diese Jahre sind Übergangsjahre. Der Vertrag von Amsterdam wird ratifiziert. Es wurden bis jetzt jedoch nur bescheidene Fortschritte gemacht. Die Praxis wird zeigen , wieviel Amsterdam gebracht hat. Das Vetorecht könnte uns noch weiter zurückwerfen. Ich hoffe , daß die Mitgliedstaaten ihre kurzfristigen Interessen außer Acht lassen können und begreifen , daß sie nur gemeinsam einen Vorteil aus einer effektiven gemeinsamen Politik haben. Die Art und Weise , in der die französische Regierung durch Obstruktion eine echte Verbesserung des Verhaltenskodex zum Waffenhandel verhindert hat , ist ein bitteres Beispiel für die Auswirkungen der Vetodrohung. Ich hoffe nur , daß die Bürger begreifen , daß ihre Regierungen und nicht dieses Parlament für einen solchen Beweis der Ohnmacht verantwortlich sind
