Quite right. The setting - up of a European police agency , an agency that works efficiently to support the national police forces operating in the field , is certainly necessary. So why isn't there one. Why , when we've been talking about it for five years now , is nothing happening , except that a couple of officials are sitting up there in The Hague in front of computers which they aren't allowed to use. I can tell you why : because of the unwillingness of the European Union governments to surrender an ounce of national sovereignty in the interests of combating crime throughout Europe. As my colleague Leoluca Orlando rightly puts it , There is a European union of crime , but there is no European union of crime prevention. And why isn't there. Because of reservations about national sovereignty.So let me tell you something : if we go on like this , we are never going to be able to bring the European Union properly to grips with what this third pillar is actually supposed to be. I have nothing more to say about the involvement of the European Parliament , about which Mrs Lindeperg has already said enough. The way outsiders see us is very vividly portrayed in Recital H. The Council's programme for the next two years has not even been notified to Parliament. That is the way things are. But if we want to make any progress , at least at intergovernmental level , then we must do away with the unanimity principle , and then there is one thing that really has to be achieved : governments really have to want to put an end to the practice of preaching European unity and harmonization on Sundays and practising the very opposite on Mondays - parading national sovereignty like a monstrance
Das stimmt. Der Aufbau eines europäischen Polizeiamtes und eine effiziente Arbeit eines solchen Polizeiamtes zur Unterstützung der ortsnah operierenden nationalen Polizei wäre nötig. Warum gibt es dieses Polizeiamt eigentlich nicht. Warum diskutieren wir schon seit fünf Jahren darüber , und es tut sich nichts , außer daß dort in Den Haag ein paar Beamte vor Computern sitzen , die sie nicht benutzen dürfen. Ich kann Ihnen sagen warum : Wegen der Nichtbereitschaft der Regierung der Europäischen Union , auch nur einen Millimeter der nationalen Souveränität zugunsten der Bekämpfung europaweiter Kriminalität aufzugeben. Der Kollege Leoluca Orlando sagt zu Recht : Es gibt die Europäische Union des Verbrechens , es gibt nicht die Europäische Union der Verbrechensbekämpfung. Warum gibt es sie nicht. Wegen der nationalen Souveränitätsvorbehalte.Ich will Ihnen deshalb etwas sagen : So werden wir es nicht schaffen , in der Europäischen Union wirklich ernst zu machen mit dem , was dieser dritte Pfeiler eigentlich soll. Ich will gar nicht mehr von der Einbeziehung des Europäischen Parlaments reden , dazu hat die Kollegin Lindeperg schon genügend gesagt. Wie wir außen vor gehalten werden , steht sehr lebhaft in der Erwägung H. Das Programm des Rates für die nächsten zwei Jahre ist dem Parlament nicht einmal mitgeteilt worden. Das ist die Wirklichkeit. Aber wenn wir wenigstens auf der intergouvernementalen Ebene vorankommen wollen , dann muß das Einstimmigkeitsprinzip weg , und dann muß eines wirklich erreicht werden : Der ernsthafte Wille der Regierungen , Schluß zu machen damit , daß sonntags die europäische Einheit beschworen wird , daß sonntags die Harmonisierung in Reden verkauft wird , und montags das Gegenteil praktiziert wird , nämlich die nationale Souveränität wie eine Monstranz vor sich her zu tragen
