| Mr President , Mr Cunha's report is characterised by honesty and courage. It is an impartial demonstration of the anti - agricultural line taken by the common agricultural policy. It is quite correct when it says that the continued reduction in prices and other related measures have contributed to a reduction , to extremely low levels , in the number of small and medium - sized farms , and to an increase in the number of large agricultural holdings. This is the model of the agricultural policy of the European Union that Mr Fischler told us about this morning. Unfortunately , whatever compensation the Commission has introduced to counteract these negative measures has been outweighed by the exorbitant fines and excessive quota reductions which are imposed on small and medium - sized businesses , especially on Mediterranean agricultural production.Agenda 2000 will only make the situation worse. It will serve the mammon of fat profits and work against SMEs , especially those which operate in the south , in the Mediterranean region. I have a number of recommendations , which I shall not elaborate on as I do not have the time , as you say. They are formulated as amendments and many of them have been approved by the Commission | Herr Präsident , der Bericht von Herrn Cunha zeichnet sich durch Redlichkeit und Mut aus. Das ist das Modell der Agrarpolitik der Europäischen Union , von der Herr Fischler heute morgen sprach. Leider sind alle Ausgleichsmaßnahmen gegen diese negativen Maßnahmen , die die Kommission eingeführt hat , mehr als zunichte gemacht worden , und zwar durch die übermäßigen Strafen , die in so großer Zahl verhängt werden , und durch die übermäßigen Quotenkürzungen , die den kleinen und mittleren Betrieben auferlegt werden und die insbesondere die Agrarproduktion des Mittelmeerraums treffen.Die Agenda 2000 wird die Situation nur noch verschärfen , sie wird in gleicher Weise die großen Interessen bedienen , sie wird sich zum Nachteil der kleinen und mittleren Unternehmen auswirken , insbesondere der Unternehmen , die im Süden , im Mittelmeerraum tätig sind.
