Auch dieser neue Stabilitätspakt für den Balkan erscheint mir als positives Zeichen.Doch eines fällt an dieser Präsidentschaft negativ , sehr negativ auf. Ich meine die Reform der Institutionen. Wenn es einen Punkt gibt , in dem sich heute morgen alle Redner einig waren , Herr Fischer , dann war es der , daß der Kölner Gipfel keine Grundlage für eine Reform der Institutionen der Union bietet
