Madam President , it is slowly becoming embarrassing and particularly irksome for me to have to remind this House every four weeks that I have been waiting for more than a year now for a reply from the Chair as to how it could be possible for the Council presidency to say in Zimbabwe that it had no idea about any resolution adopted by Parliament in the topical and urgent debate

I would say this , however : Do not over - dramatise. There may be 50 nutcases in the chamber but there are 700 Members who oppose them , so do not inflate the fact that 50 lame - brains disrupted the signing ceremony into an affair of state. Let us calm down and , Graham , let us not insist that those responsible be thrown out. In my view , a free Parliament is a Parliament that can tolerate a few nutcases , irksome though they might be. We will discuss it again this afternoon in the Conference of Presidents , with a view to preventing any deterioration of the situation

Im Evangelium heißt es : Nicht jeder , der zu mir sagt , Herr , Herr , wird ins Himmelreich kommen , sondern nur , wer den Willen meines Vaters im Himmel erfüllt. .Damit wird nun auch erneut das Problem funktionsfähiger Institutionen aufgeworfen , das jedoch weniger mit Reformen des Bestehenden als vielmehr mit der Schaffung dessen , was noch nicht besteht , zusammenhängt. Ein deutlicher Beweis dafür ist die Außenpolitik der Union , die bislang höchstens auf ein zögerliches Wollen beschränkt blieb : Solange die Institutionen blockiert bleiben , und leider sind hier gegenwärtig keine größeren Schritte erkennbar , ist nicht sehr viel zu erhoffen
