Every country must manufacture the stock of coinage required for its own market. Each country must also produce the stock of notes required for its own market. That is the principle adopted. So once we have the technical regulations , once we have the decision on the Community face of the coin , it will be the responsibility of every member country , in application of the principle of subsidiarity , firstly to define the graphics of the national face of the coin , and I think that a number of countries have already done so , and secondly to make the technical arrangements required for the production of the coins in question.The same will apply to the manufacture of euro coinage as already occurs in the manufacture of national currency coins in Germany , France , the Netherlands and other countries
Jedes Land muß die für seinen Markt notwendige Menge an Münzen prägen. Jedes Land muß ebenfalls die für seinen Markt notwendige Menge an Banknoten drucken. Dieses Prinzip wurde so festgelegt. Infolgedessen ist es , sobald die technische Verordnung verabschiedet und die europäische Seite der Münze beschlossen wurde , Aufgabe jedes Mitgliedstaates , gemäß dem Subsidiaritätsprinzip erstens die grafische Darstellung der nationalen Seite festzulegen - das wurde meines Erachtens bereits von einigen Mitgliedstaaten vorgesehen - und zweitens die erforderlichen technischen Vorkehrungen für die Herstellung der genannten Münzen treffenBei den Euro - Münzen wird sich der gleiche Prozeß vollziehen wie bei der Fabrikation nationaler Währungsmünzen , sei es in Deutschland , Frankreich , den Niederlanden oder zahlreichen weiteren Ländern. Die Herstellung wird jeweils nach der in jedem Land geltenden Regelung erfolgen
