| Mr President , on this occasion I shall take the floor immediately , and tell you that I wish to address the House , more specifically , on Mr Collins's report on water for human consumption.As a number of things have already been said , I should like to address my remarks more particularly to the Commission , expressing my amazement that it ventures to propose what seems to me a totally unrealistic , by which I mean particularly low , standard of 10 ìg of lead per litre of water - but it says that this standard must be applied within 15 years. Well , if there really is a problem for public health , I can see no reason to wait 15 years before dealing with it. This proposal lacks consistency.I , being more consistent , propose that we should do better - that we should reduce the permitted content of lead in water intended for human consumption from the present 50 ìg per litre to 25 ìg per litre within five years. I believe this in itself is a step forward. Then , at the end of five years , we can revise the Directive. Why should we do that. Quite simply because we do not as yet know of any toxicological studies of the effects of lead in the blood. I should be interested to know , therefore , if the European Commission has decided to initiate such a study.I should also like to know if the Commission has decided to initiate studies of the consequences of using plastics for water piping. Today , some doubts have been expressed about the consequences of using plastics in endocrinology. Here again , we lack the relevant scientific knowledge. Perhaps we may hope to have such knowledge in five years time , if the European Commission puts its mind to it.Finally , I should like to make it clear that it is particularly important to harmonize the methods of sampling and monitoring lead concentrations ; because the fact is that at present the methods for monitoring the concentration of lead in water are not harmonized. The same applies to sampling methods , which vary from country to country , making it particularly difficult to determine a standard | Die Verwässerung der Richtlinie durch die Kommission richtet sich direkt gegen den Willen der Verbraucher und Verbraucherinnen , die eindeutig strengere Standards zum Trinkwasserschutz verlangen. Wir brauchen , wie bereits gesagt , einen hohen Schutz , vor allem einen hohen Vorsorgewert. Die Aufgabe der Kommission ist es , diesen Vorsorgewert zu garantieren ; sie darf nicht zulassen , daß aus unserem Lebensmittel Nr. 1 ein Giftcocktail wird. Von daher fordere ich die Kommissarin nochmals ausdrücklich auf , sich dafür auszusprechen , daß im Gemeinsamen Standpunkt der Summengrenzwert fest verankert wird. Denn wird der Summengrenzwert nicht fest verankert , dann machen wir genau diesen hochgefährlichen Giftcocktail in unserem Lebensmittel Nr. 1 möglich. Ich denke , daß das Europäische Parlament auch hier ein klares Signal setzen muß. Wir sind nicht dafür , daß dem Vorschlag des Umweltausschusses gefolgt wird , den Grenzwert für die krebserregenden Trihalogenmethane sogar gegenüber dem Kommissionsvorschlag auf 110 Mikrogramm je Liter zu verdoppeln.Die deutsche Trinkwasserverordnung sieht für diese kanzerogenen Stoffe insgesamt einen Grenzwert von 10 Mikrogramm vor. Ich denke , es ist doch unser Anspruch , einen hohen Schutz gegen diese Stoffe zu schaffen. Wir sollten die Kommission auffordern , auch für endokrine Stoffe einen verbindlichen Vorschlag zu machen. Wir haben den Beweis , daß diese Stoffe nachgewiesen werden können , und daß diese Stoffe gefährlich sind. Ich möchte zum Abschluß nochmals beteuern , wie wichtig es für uns ist , daß unser Änderungsantrag , einen Grenzwert für Radioaktivität im Wasser festzulegen , angenommen wird. Ich glaube , Grenzwerte sind immer auch eine politische Entscheidung , und diese politische Entscheidung müssen wir heute treffen. Ich kann gut verstehen , daß sich der Berichterstatter zu einem gewissen Zeitpunkt versucht fühlte , die Rechtsgrundlage auf 100 a abzuändern |
