On 29 May 2001 , the Council decided upon a common approach with regard to the draft decision to establish a Community mechanism to facilitate increased cooperation in aid intervention in the context of civil defence , subject to the treatment of the recommendation of the European Parliament of 14 June 2001 and provided that the Parliament withdraws a number of its reservations.Since then the Council agencies have reached complete agreement on the draft , subject to the legal and linguistic amendment of the text and , as I have already said , the withdrawal of parliamentary reservations. The text of the draft decision , doc. 10483/01 , is , by the way , on the Council s website. That draft provides for the setting up of an observation and information centre that can collate requests for aid and centralise the aid offered and that will be linked with contact points specified by the Member States.That centre can alert evaluation and/or coordination as well as intervention teams , which have been specified beforehand and hence assigned the necessary personnel in advance
Anfrage Nr. 7 von : Betrifft : Shannon als Hauptquartier für die Natur - und Umweltkatastrophenbereitschaft der EU Auf seiner Tagung vom 28./29. Mai 2001 kam der Rat überein , den Zivilschutz der EU im Falle größerer Naturkatastrophen , technischer Katastrophen , Strahlenunglücke und Umweltkatastrophen zu verbessern und zu koordinieren , indem ein gemeinsames Katastrophenkommunikationssystem , eine gemeinsame Ausbildung und eine rasche Mobilisierung der Bewertungs - /Koordinierungsteams und der Eingreifkräfte eingerichtet wird. Wird der Rat erwägen , das operationelle Hauptquartier für diesen Zivilschutzplan in der Stadt Shannon anzusiedeln , die neben ihren zahlreichen einschlägigen Einrichtungen über einen internationalen Großflughafen verfügt , der für den Transport von Ressourcen und Ausrüstung bei Interventionen in Drittländern benutzt werden könnte und wo auch die Informationen über Seren und Impfstoffe gesammelt werden könnten , auf die sich die Entscheidung des Rates ebenfalls bezieht. Das Eindringen in die Büros von Lüttich , eine Tatsache , die Ihnen bekannt ist , versetzt uns in Unruhe und wir befürchten , dass wir in Laeken mit noch schlimmeren Attacken rechnen müssen
