Mr President , unfortunately in Kosovo we are witnessing the umpteenth Balkan tragedy , but as always we utter the same predictable and futile words. However hard we in this House have tried to hurl curses or to trust in the prospect of peace , the facts remain the same. Europe has been unable , incapable or unwilling to play a political role in preventing the massacres which have been going on for months now. The big shots in this Parliament , as well as in the other European institutions , have opted to slow down - or rather to halt - the process of Europe's political unification , so much so that Europe , bereft of a common foreign policy , now counts for nothing whatsoever.We can trot out endless tedious , repetitive resolutions on human rights , and we can emphatically welcome monetary union , but the truth is that , without a political focus , our single currency will not create a single job for a long time to come , just as we shall go on standing cravenly on the sidelines of atrocities and massacres whose roots are lost in the dark past of Balkan history. I would remind you that in the fourteenth century , the Muslims put all the Kosovan Serbs to death by the sword and brought in Albanians
Herr Präsident , bedauerlicherweise erleben wir gegenwärtig im Kosovo die x - te Tragödie auf dem Balkan , aber wie stets gebrauchen wir dabei die gleichen , vorhersehbaren und nutzlosen Worte. So sehr sich unser Parlament auch seit Jahren bemüht , den Bann zu verhängen und auf Friedenshoffnungen zu bauen , die Realität bleibt bestehen. Europa vermochte , konnte oder wollte keine politische Rolle übernehmen , um die inzwischen seit Monaten anhaltenden Massaker zu verhüten. Diejenigen , die in diesem Parlament wie auch in den anderen europäischen Institutionen das Sagen haben , hatten entschieden , den politischen Einigungsprozeß Europas zu verlangsamen , man müßte richtiger sagen , aufzuhalten , so daß Europa heute ohne eine gemeinsame Außenpolitik überhaupt nicht zählt.Wir sind zwar imstande , reihenweise langweilige , wiederholte Menschenrechtsentschließungen zu produzieren und die Währungsunion pathetisch zu begrüßen , aber die Wahrheit ist , daß ebenso wie unsere Einheitswährung ohne eine richtungsweisende Politik für lange Zeit keinen einzigen Arbeitsplatz schaffen wird , wir weiterhin feigherzig Greueltaten und Massaker erleben werden , deren Wurzeln sich im Dunkel der Geschichte des Balkan verlieren. Ich möchte daran erinnern , daß die Moslems im 14. Jahrhundert alle Serben im Kosovo mit dem Schwert niedermetzelten und die Albaner dorthin brachten.Europa ist immer noch das Europa der einzelnen Außenminister , der personalisierten Politiken , der Interessen der sich für stärker haltenden Staaten
Yet , I did not see such congratulations in the draft resolution , even though the European Union has been saying , for several weeks , that it is greatly concerned about the outbreaks of violence and called on all political forces , without exception – and I am quoting the Presidency declaration of 18 February – to refrain from any kind of violent behaviour. These friendly calls came to nothing , whereas France and the United States have at least achieved something.I was also expecting France to be congratulated for not being cravenly disinterested in a country with which it maintains cultural links and with which it has long - standing ties of affection , even though this country is in immediate proximity to the United States. France intends , in this way , to show that it is still aware of its historic commitments and the European Parliament should have been able to support this act of responsibility. I also expected France to be congratulated on having implemented a measure for preventive diplomacy , a measure to which the European Union , if it had been a good sport , would have been able to lend its support.Instead , the proposed resolution seems to primarily deplore , without daring to say so clearly , the fact that a European country took an initiative without continually remaining in the ranks of those who issued friendly calls
Diese Glückwünsche suchte ich jedoch in dem Entschließungsentwurf vergebens , obwohl doch die Europäische Union seit Wochen erklärt hatte , sie sei äußerst besorgt über die Explosionen der Gewalt in Haiti , und ausnahmslos alle politischen Akteure aufforderte – wie es in der Mitteilung des Vorsitzes vom 18. Februar hieß – jede Form der Gewalttätigkeit zu unterlassen. Diese platonischen Appelle hatten keinerlei Ergebnis , während Frankreich und die USA wenigstens eines erzielt haben.Ich erwartete auch , dass man Frankreich dafür beglückwünschen würde , dass es sich nicht feige von einem Land abgewandt hatte , mit dem es alte kulturelle und emotionale Bindungen unterhält , obwohl dieses Land unmittelbar vor der Tür der USA gelegen ist. Frankreich will auf diese Weise demonstrieren , dass es sich nach wie vor seiner historischen Verpflichtungen bewusst ist , und das Europäische Parlament hätte dieses verantwortungsbewusste Verhalten unterstützen können. Zugleich erwartete ich , dass man Frankreich für seinen Akt präventiver Diplomatie Anerkennung zollt , den die EU fairerweise hätte würdigen können.Stattdessen scheint die uns vorliegende Entschließung vor allem zu bedauern , ohne dass dies offen ausgesprochen wird , dass ein europäisches Land eine Initiative ergriffen hat , ohne ständig in einer Reihe mit denen zu stehen , die platonische Appelle aussenden. Das ist eine negative und äußerst bedauerliche Haltung , die den Entschließungsentwurf zu erstaunlichen Verrenkungen führt
