I would nevertheless stress the wisdom of rejecting benefits as a solution , as the report does , providing instead for parents to shoulder their personal responsibilities. Yet , at the same time , the report rejects the preconceived view that anyone in need of an income is merely a parasite , who should simply be forced to work and get by on their own. Often people simply cannot get by on their own ; hence the need for these measures.Europe has standards of civility in this field : I believe that this strong , commonly held sense of responsibility and solidarity forms an integral part of its identity
Meines Erachtens muß jedoch hervorgehoben werden , daß die Lösung in Form sozialer Hilfen in dem Bericht vernünftigerweise abgelehnt wird und daß darin folglich Maßnahmen vorgesehen werden , bei denen es um die Übernahme einer persönlichen Verantwortung durch die Eltern geht ; abgelehnt wird aber gleichzeitig auch das Vorurteil , wonach derjenige , der unterstützungsbedürftig ist , nur als Schmarotzer betrachtet wird und dazu gezwungen werden muß , zu arbeiten und sich alleine durchzuschlagen. Vielfach ist es nicht möglich , sich alleine durchzuschlagen , und somit sind solche Instrumente nützlich.Europa besitzt eine eigene Kultur auf diesem Gebiet , und ein solch starker Zusammenhalt von Verantwortungsbewußtsein und Sinn für Solidarität zu gehört meines Erachtens zu seiner Identität
The last session of the preliminary negotiations will begin on 16 March and the Rome Conference will begin on 15 June , in a Member State of the EU , thereby giving the Union a key role. I hope , Mr President , that in your reply you will reassure us of the attempt you are certainly making to reach a harmonized position and that you will , in particular , agree with us on the extraordinary importance the establishment of the Court may have for the development of international law and , I would also say , for the role the EU may have as such in an initiative of civility , of law , of change , of an end to the impunity so many criminals still enjoy today throughout the world
Am 16. März wird die letzte Tagung des Vorbereitenden Ausschusses stattfinden , und am 15. Juni wird dann die Konferenz in Rom in einem Mitgliedstaat der Europäischen Union beginnen , womit der Union eine Schlüsselrolle zufällt. Ich hoffe , Herr Präsident , daß Sie mir bei Ihrer Antwort zusichern können , daß Sie versuchen werden , zu einer harmonisierten Position zu gelangen , und daß Sie vor allem mit uns darin übereinstimmen werden , daß die Bildung des Internationalen Strafgerichtshofs für die Weiterentwicklung des Völkerrechts sowie meines Erachtens auch für die Rolle von äußerster Wichtigkeit sein kann , die von der Europäischen Union als solcher im Rahmen einer Initiative übernommen werden kann , bei der es um Zivilisation , um Recht , um Veränderungen sowie darum geht , Schluß zu machen mit der Straffreiheit , wie sie so viele Verbrecher noch heute weltweit genießen
