It is clear that we have been through a process where the waves have been a little choppy at times. There has been conflict between ourselves in Parliament and the Commission. However , it is a conflict that we have managed to transform into a dialogue. It has led to some good results and some good pledges from the Commission , and also to some very concrete action plans with specific deadlines and specific success criteria
Es besteht kein Zweifel , dass wir ein Verfahren durchlaufen haben , bei dem die Wellen zuweilen ziemlich hoch schlugen. Es gab einen Konflikt zwischen dem Parlament und der Kommission. Doch es ist uns gelungen , diesen Konflikt in einen Dialog umzuwandeln. Er hat zu einigen guten Erfolgen und einigen guten Zusicherungen seitens der Kommission geführt , sowie zu einigen ganz konkreten Aktionsplänen mit konkreten Fristen und konkreten Erfolgskriterien
– Mr President , I agree with Mr Harbour ; Captain Zappalà and Captain Berger have indeed ‘steered us into a safe harbour’ after we were forced to pass through what were sometimes very choppy seas during this conciliation process. Let me also say that I am very satisfied with the outcome that we have reached , although – like everyone else – we would obviously have liked to achieve more. Nonetheless , we have achieved a great deal , and as a Social Democrat , I must also make the point that we have also obtained the endorsement of both the Commission and the Council

Aber wir haben viel erreicht , und als Sozialdemokratin muss ich klar sagen , dass wir auch die Zustimmung sowohl von der Kommission als auch vom Rat erhalten haben
Mr President , ladies and gentlemen , we are nearing the end of a long journey , an odyssey that has , from time to time , seen us wandering far afield and sometimes finding ourselves in choppy waters. The attempt has been made to persuade us that this statute was about nothing more than reforming the reimbursement of travel costs , that it was about money and nothing else. A statute dealing only with money , with its reimbursement , and with costs , is not , though , the sort of statute that the European Parliament needs at the present time.We were told that primary legislation would run aground on the cliffs of the Council , and that our ideas on tax law would drag us down to the depths of the ocean. Now , if I may pick out these as examples , I think that we have good arguments on our side. The two problems that remain to be resolved are taxes and primary law , and - as far as taxes are concerned - the Council thinks it can leave it to each individual Member State to decide whether or not it wants to levy an additional national tax. It so happens that , in 2000 , the three legal services - those of Parliament , the Council , and the Commission - met to discuss this issue. The minutes of their deliberations record their conclusion that they could find no justification for a derogation for a Member State , and then they continue in the following terms :

Mit euren Vorstellungen zum Steuerrecht werdet ihr in den Untiefen des Meeres versinken. Nun , ich denke - um diese Beispiele aufzugreifen - , wir haben gute Argumente auf unserer Seite. Was die Steuern angeht - denn das sind ja die beiden verbleibenden Probleme : die Steuern und das Primärrecht - , meint der Rat , er könne es jedem einzelnen Mitgliedstaat überlassen , ob er eine zusätzliche nationale Steuer erheben will oder nicht. Nun haben sich im Jahr 2000 die drei juristischen Dienste des Parlaments , des Rates und der Kommission getroffen und diese Frage diskutiert. In einer Niederschrift kommen sie zu dem Ergebnis , dass sie keinen rechtfertigenden Grund für eine Ausnahme für einen Mitgliedstaat sehen , und dann fahren sie fort : . Doch wir dürfen nicht vergessen , dass Simbabwe nicht das einzige Land ist , in dem es Probleme gibt
