I remember what Portugal and Greece used to be like when I drove through those countries for the first time twenty - five years ago. In this connection , French speakers would speak of a coup de chapeau : in other words , I take my hat off to the EU.The EU really deserves such a gesture , but differences between rich and poor areas within countries are still too great. What is the result. People react by voting with their feet and go where they can earn a crust. Consequently , we have to build schools , hospitals , and the whole infrastructure for the same people in the same country many times over. This is very costly and it also causes very great social problems. Most people , however , would like to live in the area in which they were born and raised , if they were given the chance to , in other words , if there was work there
Wenn ich mir vor Augen halte , wie es in Portugal und Griechenland aussah , als ich diese Länder vor 25 Jahren zum ersten Mal bereiste , dann ziehe ich den Hut vor der EU oder , wie die Franzosen sagen : coup de chapeau .Die EU hat diesen Respekt wirklich verdient. In den Ländern selbst gibt es aber nach wie vor zu große Unterschiede zwischen armen und reichen Regionen. Was sind die Folgen. Die Menschen reagieren , indem sie mit den Füßen abstimmen und ihre Heimat verlassen. So müssen wir für dieselben Menschen desselben Landes mehrfach Schulen , Krankenhäuser und die gesamte Infrastruktur neu bauen. Das ist eine sehr teure Angelegenheit und führt darüber hinaus zu großen sozialen Problemen. Die meisten Menschen würden jedoch gern dort wohnen bleiben , wo sie geboren sind , wenn ihnen die Möglichkeit dazu geboten würde , also wenn sie Arbeit hätten
Mr President , if we are to get an overall picture , and we always need one if we are to be efficient , the only thing we need is to know not just the total amount of Community aid , but also the contributions of Member States and other donors.I have nearly finished. If Mrs Müller had been here today I would have left an oral amendment with her , which I would have submitted in due time and form. But if I had submitted it - since I was going to ask for the Court of Auditors report to be published in the Official Journal - the result would have been that the report would have been delayed for six months ; and the report is a good one , and therefore needed to be approved as soon as possible.It only remains for me to congratulate the Court of Auditors and Mrs Müller , so , as the French would say , since we are in Strasbourg : Cour de comptes , Madame Müller , chapeau
Ich möchte nun zum Ende kommen. Wenn Frau Müller heute hiergeblieben wäre , hätte ich ihr einen mündlichen Änderungsantrag unterbreitet , den ich dann rechtzeitig und formgerecht eingereicht hätte. Hätte ich das getan , - und gleichzeitig auch gefordert , daß der Bericht des Rechnungshofs im Amtsblatt veröffentlicht wird - , dann hätte sich die Behandlung des Berichts um sechs Monate verzögert. Der Bericht ist aber gut und muß daher so schnell wie möglich angenommen werden.Es ist jedoch auch wichtig , den ausgezeichneten Bericht des Rechnungshofes zur Kenntnis zu nehmen.Da wir ja in Straßburg sind , bleibt mir jetzt nur noch zu sagen , wie es die Franzosen tun würden : Cour de comptes , Madame Müller , chapeau.
