It is also the case that certain provisions in the Association Agreement have not been complied with. We wrote about each one of these issues last year. One might well conclude that time passes very slowly in the region of the Bosporus.Instead of pressing for the full integration process , we should perhaps set out a legal framework for a type of cooperation between Turkey and the Union that would be better suited to both partners. That could be done immediately. The political dimension of such a framework could well transcend the European Neighbourhood Policy

Man könnte meinen , dass die Zeit am Bosporus sehr langsam verläuft.Statt mit dem vollen Integrationsprozess weiterzumachen , sollten wir vielleicht einen Rechtsrahmen für eine Art der Zusammenarbeit zwischen der Türkei und der EU errichten , der beiden Partnern eher zusagt. Das wäre sofort möglich. Die politische Dimension eines solchen Rahmens könnte sehr wohl über den Rahmen der europäischen Nachbarschaftspolitik hinausgehen. Das alternative Paket würde keine Spannungen hervorrufen , wie wir sie jetzt in Ankara und in Hauptstädten Europas erleben , wenn über die Vollmitgliedschaft der Türkei in der Europäischen Union debattiert wird. Ich kann auch wirklich nicht verstehen , weshalb die Behörden nicht zwischen Randalierern und Gewerkschaften unterscheiden konnten , die von ihren demokratischen Rechten Gebrauch machen
The committee has tried to improve the report slightly by proposing six amendments which we hope will be considered favourably by the House in the final vote.I believe that the European Union has a duty to offer a helping hand to Turkey. Does not the word Europe come from the banks of the Bosporus , a place of magical exchange between East and West and also the birthplace , over twenty centuries ago , of modern day Athens and scene of the Trojan war. I would like to be able to say today , as Jean Giraudoux said , that the Trojan war will not take place and that the efforts made over recent years by the Turkish authorities are enough for us to open the doors of the EU to Turkey

Ich würde heute gerne mit Jean Giraudoux sagen , daß der trojanische Krieg niemals stattgefunden hat und daß die Bemühungen der türkischen Behörden in den letzten Jahren ausreichen , um der Türkei die Tore zur Union zu öffnen
Question No 4 by Alexandros Alavanos Subject : Inspection of vessels in the Dardanelles , in violation of the Montreux ConventionThe rules governing the passage of vessels through the Bosporus and Dardanelles straits are set out in the international Montreux Convention. Major economic and political interests of the Community and its Member States , together with the interest of countries on the Black Sea are immediately bound up with the correct implementation of the provisions in the above convention. Since Turkey has in the past and more recently been carrying out inspections on such vessels and preventing their passage through the straits , justifying its action with reference to their freight , can the Council say whether , under the Montreux Convention , Turkey is entitled to carry out inspections if no legal proceedings are pending regarding the vessels concerned. Is it entitled to carry out inspections and prevent passage on the assumption that a vessel may be carrying arms. I give the floor to the President - in - Office to answer Mr Alavanos's question. Anfrage Nr. 4 von Alexandros Alavanos : Betrifft : Gegen den Vertrag von Montreux verstoßende Schiffskontrollen am Bosporus Die Bestimmungen zur Regelung des Schiffsverkehrs durch Bosporus und Dardanellen sind im Vertrag von Montreux festgelegt. Wichtige wirtschaftliche und politische Interessen der Gemeinschaft , ihrer Mitgliedstaaten sowie der Anrainerstaaten am Schwarzen Meer hängen unmittelbar von der strikten Einhaltung dieser Vertragsbestimmungen ab. Indessen hat sich die Türkei in der Vergangenheit - und auch noch vor kurzem wieder - auf die Fracht gewisser Schiffe berufen , um Kontrollen zu rechtfertigen , womit sie den Schiffsverkehr am Bosporus behindert.Kann der Rat in Anbetracht dieser Tatsachen mitteilen , ob die Türkei seines Erachtens aufgrund des Vertrags von Montreux das Recht hat , willkürliche Kontrollen bei Schiffen vorzunehmen , wenn keine konkreten Verdachtsmomente vorliegen. Hat sie rein theoretisch das Recht , ein Schiff zu kontrollieren und ihm die Durchfahrt durch den Bosporus zu verbieten , wenn das Schiff im Verdacht steht , Waffen zu transportieren.
