| Madam President , Commissioner , I should like to thank Mr Mitchell and the coordinators , and to congratulate them for managing to assert , through shared moral values , the will of a directly elected Parliament , which they have achieved in part thanks to our support. Development cooperation must lead to development and not to stagnation. It must lead to the rule of law , to the development of a free economy and , in turn , to pluralism in decision - making and respect for human rights.As many countries in the world have shown , economic development is not in itself sufficient. The pursuit of economic openness and rapid economic development is not enough when , in the absence of the rule of law , there is political stagnation , a closed society , corruption and the usurpation of power | Frau Präsidentin , Frau Kommissarin. Ich möchte Herrn Mitchell und den Koordinatoren danken und ihnen gratulieren , ist es ihnen doch gelungen , auf der Grundlage gemeinsamer moralischer Werte den Willen des direkt gewählten Parlaments durchzusetzen , teilweise dank unserer Unterstützung. Entwicklungszusammenarbeit muss Entwicklung und nicht Stillstand bewirken. Sie muss zur Rechtsstaatlichkeit führen , zur Entfaltung einer freien Wirtschaft und dies wiederum zu Pluralismus in der Entscheidungsfindung und zur Achtung der Menschenrechte.In vielen Ländern der Welt hat sich gezeigt , dass wirtschaftliche Entwicklung allein nicht genügt. Das Streben nach wirtschaftlicher Offenheit und rascher wirtschaftlicher Entwicklung reicht nicht aus , wenn es aufgrund fehlender Rechtsstaatlichkeit zum politischen Stillstand kommt , sich eine geschlossene Gesellschaft herausbildet , Korruption und Machtergreifung auftreten |
