The additional diagnoses provide real revelations. The situation has got dangerously worse in some regions , particularly in Africa , reaching technical levels that raise the pressing question of tolerability.On that account , the Commission's proposal only relates to those countries whose debt vis - à - vis the Community is considered intolerably high

Diese Länder haben einen Zustand erreicht , der nicht länger hinzunehmen ist.Deswegen umfaßt der Vorschlag der Kommission nur diejenigen Länder , deren Schuld gegenüber der Gemeinschaft als unerträglich hoch bezeichnet wird
It gives priority to support and structural adaptation , and only afterwards to the reduction of the debt held by the highly indebted ACP States. In order : first the treatment , then the diagnosis and finally the patient. We all know that the time is not one for solidarity and cooperation. However , nothing is even said about this. But we just stay here , not making progress. And perhaps we should consider ourselves lucky that we have been able to talk about a subject for so long with an approach of wanting to finish with it , but which reality and the levels of intolerability make it necessary to make public and to be faced , although the Commission and Parliament have a way of escaping it , which is possibly inconvenient for Council. There is a Portuguese saying , Great remedies for great ills . The level of awareness of the seriousness of the ills has not yet achieved great remedies. We would point out once again and to conclude the positive aspect of having to face a situation , although within its limits of tolerability , and only in the search for remedies and continuity and reinforcement of what we consider to be its causes. Deswegen kommt die Bemerkung zum Titel der Mitteilung erst zum Schluß. Dort kommt zum Ausdruck , daß die EU der Lösung des Schuldenproblems dieser Länder keine Priorität beimißt. Dieser Punkt erscheint nämlich erst im Untertitel. Auf die Hilfe wird Nachdruck gelegt , auch auf die Strukturanpassung und erst dann auf den Schuldennachlaß für die hochverschuldeten AKP - Staaten. Noch einmal : Zuerst die Behandlung , dann die Diagnose und zuletzt kommt der Patient. Wir wissen nur zu gut , daß die Zeichen nicht auf Solidarität und Zusammenarbeit stehen. Aber wir haben ohnehin den Eindruck , daß es gar nicht darum geht. Wir wollen es dabei belassen und dem nichts mehr hinzufügen. Vielleicht sollten wir uns sogar glücklich schätzen , weil wir so lange über eine Frage sprechen konnten , so lange ein Thema behandeln konnten , von dem wir uns wünschten , daß es der Vergangenheit angehören möge. Die Realität und das nicht hinnehmbare Ausmaß der Probleme zwingen uns jedoch , darüber öffentlich zu sprechen und uns damit auseinanderzusetzen , obwohl die Kommission und dieses Parlament durchaus in der Lage sein sollten , die Flucht nach vorn anzutreten , aber vielleicht ist das ja wiederum für den Rat zu unbequem.
