I believe that one reason for this has been the way in which the support has been accompanied by intensive consultancy and local networking. This needs to be re - emphasised. The MEDIA desk and the local MEDIA branches have proved to be very useful instruments.It is vital for these accompanying institutional measures to be retained. The MEDIA branch offices help to minimise the obstacles to European cooperation , for example. On the one hand , MEDIA is about culture and common European cultural traditions in the audiovisual domain. This is still a rather tender sapling which needs our undivided attention

Die MEDIA - Desk und die MEDIA - Antennen sind sehr nützliche Instrumente dabei.Die institutionelle Begleitung ist unbedingt beizubehalten. Die Media - Antennen helfen dabei , die Hürden beispielsweise auch der europäischen Kooperation zu minimieren. Einerseits geht es um Kultur und um gemeinsame kulturelle Traditionen in Europa im audiovisuellen Bereich. Das ist eher noch eine zarte Pflanze , die unserer vollen Aufmerksamkeit bedarf. Andererseits haben Vorredner darauf hingewiesen : Es ist auch ein Wirtschaftsgut , das an seinem Erfolg gemessen wird
Mr President , Commissioner , we Socialists welcome Mr Maat's report , on which I would like to make the following comments. As young people's health is always of very great importance to us , we should be building up the school milk programme , rather than virtually freezing its current funding in the way that the Council has decided. Existing funds will not be enough for ten new Member States , and adequate funding for rural areas and their development , along with assuring the quality of food production , are equally indispensable. This is another area in which money must flow , and it is also important that it should be possible to move from measures to regulate the market to support for rural areas , which , at present a fragile sapling , may thus be enabled to put down strong roots and to flourish.As rapporteur of the temporary committee on foot and mouth disease , I can see that the enlargement of the European Union means that there must be significantly more investment in the prevention of epizootics. I am glad to hear Commissioner Fischler tell Mr Byrne that more money should find its way into research , as a calamity such as the one we have witnessed in Great Britain must not be allowed to happen again
Herr Präsident , Herr Kommissar. Wir als Sozialisten begrüßen den Bericht des Kollegen Maat , und ich möchte Folgendes dazu anmerken : Da uns ja die Gesundheit der Jugend immer sehr , sehr wichtig ist , sollten wir das Schulmilchprogramm stärken , anstatt , wie vom Rat beschlossen , die derzeitigen Mittel nahezu einzufrieren. Bei zehn neuen Mitgliedstaaten reichen die bisherigen Mittel nicht aus , und eine ausreichende Mittelausstattung für den ländlichen Raum und dessen Entwicklung sowie die Qualitätssicherung der Lebensmittelproduktion sind ebenso unabdingbar. Auch in diesen Bereich muss mehr Geld fließen. Wichtig ist in diesem Zusammenhang allerdings auch die Möglichkeit des Transfers von Marktordnungsmaßnahmen hin zur ländlichen Raumförderung , damit aus dieser jetzigen Bohnenstange endlich einmal ein richtiger Baum wird.Als Berichterstatter des Nichtständigen Ausschusses für Maul - und Klauenseuche stelle ich fest , dass gerade durch die Erweiterung der Europäischen Union deutlich mehr in die Prävention von Tierseuchen investiert werden muss. Ich freue mich über die Ausführung vom Kommissar Fischler zu Herrn Byrne , dass hier mehr Geld in die Forschung zu Markenimpfstoffen fließen soll , denn eine Katastrophe , wie wir sie in Großbritannien erlebt haben , darf nicht noch einmal passieren. Und generell an den Rat : Eine Haushaltskürzung nach der Rasenmäher - Methode ist überhaupt nicht zielführend , denn auch der Agrarhaushalt ist kein Steinbruch für irgendwelche anderen Projekte
Mr President , Mr President - in - Office , the new regulation on the policy to support rural development is without question a major step forward in the reform of the common agricultural policy. That is not just because nine separate regulations have been turned into one clear regulation , which is good for transparency and certainly also has an impact on the management of resources , but because it represents the move to a new policy. Of course the picture painted by the Commission , of two strong pillars side by side , is a little over - optimistic. One of the pillars is not as strong as the other yet , as you know , Commissioner Fischler ; but there is still time. We must continue to seek , in future too , to make agricultural policy for rural areas a little more flexible , for the Member States and also for the regions.Let me remind you of what Commissioner Fischler once said : this policy is so important because we always have to put the question : what will the brother and sister of a young farmer who takes over a farm do on the labour market. This is where it becomes quite clear what we will have to do for the rural areas in future. That is why we are still rather attached to our earlier demand that in future of course Parliament must have codecision power over the entire spectrum of the common agricultural policy. That is still lacking. As I said on another occasion this morning : it is a necessary part of perfecting parliamentary democracy in Europe.So you will understand why we agricultural politicians are strongly in favour of supporting the interinstitutional agreement. For if it becomes possible to include the accompanying measures , the expenditure on rural areas , under non - compulsory expenditure - which obviously does not mean we do not feel obliged to spend it , but which would give Parliament more say over this increasingly important policy - you will understand our view. For the rest , it would have the advantage of allowing for transfers in the case of multiannual expenditure. We will have teething problems with this new policy in its early years. It would be a pity to lose money because of those teething troubles by not being able to transfer it.Overall this is a good start. We have not grown a real tree yet , but this little sapling that we have planted together can - if the Commission and the Council nurture it just as carefully - grow into a strong and healthy tree to support rural development policy.Applause. So it is all the more important - and that too is a success achieved by Parliament - that we introduce generous transitional rules to ensure that the regions do not face an unreasonable and painful loss of support but have six years to adjust to the changes
Herr Präsident. Zunächst darf ich als Berichterstatter für die Agrarfinanzen der Agenda 2000 der deutschen Präsidentschaft meine Anerkennung für die von der deutschen Regierung eröffneten Möglichkeiten zu einem Trilog auch über die Agrarpolitik aussprechen.Der im Januar angenommene ursprüngliche Vorschlag des Ausschusses für Landwirtschaft und ländliche Entwicklung des Parlaments und das Ergebnis von Berlin unterscheiden sich selbstverständlich in einigen Punkten. Das kann auch nicht anders sein. Ich glaube , bei diesen komplizierten Verhandlungen hat niemand zu 100 % zu seinem Recht kommen können.Wir begrüßen es , daß die Politik für den ländlichen Raum erstmals fester Bestandteil der Europäischen Agrarpolitik geworden ist. Darauf hat Herr Görlach schon hingewiesen. Wir halten es auch für wichtig - und das steht auch im Einklang mit meinem Bericht - , daß in den Schlußfolgerungen von Berlin ganz klar mehr Raum für eine europäische Nahrungsmittelqualität , für Sicherheit , Umweltschutz , Tierschutz und für das , was Sie Maß nennen , gefordert wird. Das muß gefördert und demnächst bei den WTO - Verhandlungen vorgebracht werden.Daß die Ausgaben für den ländlichen Raum und die flankierenden Maßnahmen zu den nichtobligatorischen Ausgaben gerechnet werden - auch andere haben sich bereits entsprechend geäußert - , ist ebenfalls zu begrüßen. Noch eine Frage an Herrn Fischler : Die Garantieausgaben stehen fest , Mittel , die in einem bestimmten Jahr übrigbleiben , werden an die Mitgliedstaaten zurücküberwiesen. In meinem Ausschuß wurde die Frage aufgeworfen , ob eine Reserve gebildet werden könne. Das ist in Berlin nicht vorgesehen. Ich vermute also , daß es nicht möglich ist. Ich möchte von ihm bestätigt haben , ob meine Vermutung richtig ist , daß die Flexibilität von 200 Millionen , die möglich ist , und die Flexibilität von 0 , 03 % für alle Kategorien gelten , das heißt auch für Kategorie 1 , die Garantieausgaben für die Landwirtschaft.Die zweite Frage bezieht sich auf die flankierenden Maßnahmen und die Entwicklung des ländlichen Raums. Hier gilt eine andere Regelung. Werden in einem Jahr die Gelder nicht ausgeschöpft , dann , so nehme ich an , können sie auf das folgende Jahr übertragen werden. Könnte die Kommission dazu , zu den Modalitäten für die Verwendung dieser Mittel , auch eine klare Stellungnahme abgeben.Zur Kontrolle der Agrarausgaben wird wenig gesagt
