Another positive factor is the progress achieved by Europe since the Amsterdam Treaty was signed. Its resistance in the face of the Asian crisis shows that monetary union is in good shape , and it has made the Member States react less nervously when tackling issues in areas which affect their national sovereignty : defence , taxation and institutional reform. A breath of fresh air seems to show that Europe is increasingly aware that it is growing stronger as the union between its members is strengthened.Failure in Brussels would halt the momentum of the euro and open up a period of uncertainty or perhaps even crisis for Europe ; this would compromise the implementation of the Amsterdam Treaty and plunge the Union back into constant clashes over the budget. The European Union will not be able to put off for ever voluntarily taking charge of unemployment problems - an open wound in its breast - , which it has partly generated through the burden of taxation on employment.Peace and even modest growth in Europe have a price. Everyone knows that peace is not something which is achieved automatically , but is created each day at a cost. Everyone also knows that the price to pay for peace cannot be compared with the cost of the wars , in terms of human lives and the financial cost , which have devastated our continent twice
Die Festigkeit Europas gegenüber der Asienkrise zeugt von der Stabilität seiner Währungsunion und hat die Ängstlichkeit erschüttert , die die Staaten ergreift , sobald man die Bereiche anspricht , die an ihrer nationalen Souveränität rühren : Verteidigung , Steuerpolitik und institutionelle Reformen. Ein neuer Wind scheint anzudeuten , daß Europa immer deutlicher erkennt , daß seine Macht zunimmt , wenn die Einheit zwischen seinen Mitgliedern gestärkt wird.Ein Mißerfolg in Brüssel würde die Begeisterung für den Euro zunichte machen und für Europa den Beginn einer Phase der Unsicherheit , ja sogar der Krise , einläuten , die die Umsetzung von Amsterdam gefährden und die Union in ständige Haushaltskonflikte stürzen würde. Die Europäische Union kann das gezielte Angehen der Arbeitslosenproblematik , die eine schwere Beeinträchtigung ihres Gesamtgefüges darstellt , nicht immer wieder aufschieben , zumal sie dieses Problem teilweise durch die hohe Steuerbelastung der Arbeit selbst geschaffen hat.Der Frieden und das Wachstum in Europa , auch in bescheidenem Ausmaß , haben ihren Preis. Es ist bekannt , daß der Frieden kein spontanes Phänomen darstellt , daß er jeden Tag geschaffen werden muß und viel kostet. Es ist auch bekannt , daß der Preis des Friedens in keinem Verhältnis steht zu den menschlichen und finanziellen Verlusten der Kriege , die unseren Kontinent zweimal verwüstet haben. Um unserer selbst und um unserer Kinder willen müssen wir dieses Europa des Friedens aufbauen
– Mr President , ladies and gentlemen , it is now one year since the vote on the Moscovici report on progress by Romania and Bulgaria towards accession.We said ‘yes’ but with reservations , invoking the safeguard clause stipulated in the Treaty which allowed for a one - year deferment if there were delays or unsatisfactory results in achieving the Community .I have followed the Romanian situation more closely as a member of the interparliamentary delegation , and I believe that , today , a cautious approach may help us to gain a better awareness of the situation in that country , where the educational system is still inadequate , corruption is still widespread , environmental , energy and economic policies still require strengthening , there is still no real answer to discrimination against minorities , and the average income of the population is too low.The question of international adoption is also still unresolved and , after the moratorium and approval of the new law , it has now been blocked , with unfortunate and extremely damaging consequences for the children , those with the least protection , who should be the main beneficiaries of what we all refer to as ‘human rights’. The victims are the children who got to know their families but who today are unable to embrace them and live with them. The European Parliament must keep this problem under close scrutiny and ask Romania to comply with its institutional promises.Then there are the areas of justice and border controls in relation to prostitution , which needs to be contained , and we must avoid the arrival of under - age girls in neighbouring countries , exploited by local organisations.Enlargement is a process we cannot halt , but it cannot and must not merely be an economic process : it is also a cultural and democratic phenomenon to ensure peace. That is why I agree with the prudent comments of the Commission on the definition of accession for Romania and Bulgaria. The months remaining before the accession of these two countries to the Union will give them the chance of joining Europe without being at the bottom of the class , and will allow us to have the necessary and prudential assurances that accession will occur with full consciousness and on an equal footing.Naturally , this is our ambition , in order to achieve the dream shared by Romano Prodi with the citizens of Europe when , as President of the Commission , he strongly supported enlargement and expressed the wish for a united Europe able to offer a robust political project , to restore confidence to those looking nervously at the major changes taking place in our time , and thus enable us to be the architects of an international action with a human face. That , in my view , is the Europe to which we all aspire
Herr Präsident , Herr Kommissar , sehr verehrte Kolleginnen und Kollegen. Zunächst sei gesagt , wie sehr ich mich freue , hier in diesem Hohen Hause vor den rumänischen und bulgarischen Beobachtern sprechen zu können. Das ist wirklich eine erste wichtige Etappe auf dem Weg zu ihrem Beitritt zur Union. Lassen Sie mich auch bezeugen , welche Fortschritte ich als Mitglied unserer parlamentarischen Delegation im Verlauf von sechs Jahren in Bulgarien festgestellt habe. Es wurden große Fortschritte gemacht , von denen viele auch einem Großteil der Bevölkerung zugute kommen. Aber dieser Prozess war sehr schwierig für die Menschen , denn ihnen wurden große Anstrengungen abverlangt. Ich glaube , wir im Westen können gar nicht ermessen , welchen Kulturschock es bedeutet , von einer kommunistischen Planwirtschaft zu einer Marktwirtschaft überzugehen.Sie haben alle auf die zahlreichen übernommenen europäischen Errungenschaften verwiesen , die sich in sichtbaren wirtschaftlichen und politischen Fortschritten niedergeschlagen haben. Aber Sie haben auch zahlreiche Grauzonen aufgedeckt. Ebenso wie Sie muss auch ich einräumen , dass die Integration der Minderheiten ein äußerst schwieriges Problem in diesen Ländern ist. Ich denke an die Roma , die Behinderten , die Frauen und ihre Rolle sowie auch an die Homosexuellen. Aber können wir , die wir doch ähnliche Probleme in unseren Ländern haben , Lektionen erteilen.Bulgarien hat Probleme mit der Korruption , den Eigentumsrechten , der Sicherheit. Um sie zu überwinden , muss das Land eine echte Justizreform einleiten und diese auch effizient umsetzen , um der gesamten Bevölkerung demokratische Garantien zu geben. Bis zum nächsten Sachstandsbericht müssen Bulgarien und Rumänien innerhalb weniger Monate ihre Anstrengungen verdoppeln. Zugleich muss aber die Union ihre Hilfe , ihre technische und ihre finanzielle Unterstützung unvermindert fortsetzen.Schließlich möchte ich sagen , dass wir uns , wenn wir diesen beiden neuen Ländern gegenüber streng und fordernd auftreten , auch bewusst sein müssen , dass ihr Beitritt zur Union Europa eine neue Dimension verleihen wird und dass wir gemeinsam endlich das Kapitel Jalta abschließen können.“
