It is exactly because we want a strong document that we offered the suggestion of delay. I accept however that there are those in Russia , outside the government , who are not committed to a positive relationship and who might deliberately misinterpret our motives. I am therefore happy to recommend to the House the adoption of Amendment No 2 from the Socialist Group

I would hate anyone to misunderstand or misinterpret the decision of the Irish electorate not to approve the Treaty of Nice , because the Irish population in general , even those who oppose the adoption of the Treaty of Nice , is in favour of enlargement. Dieses Haus als Organ der Gemeinschaft und das irische Volk müssen gewährleisten , dass die Ratifizierung des Vertrags von Nizza so bald wie möglich erfolgen kann. Die irische Regierung wird daher in Sevilla eine Erklärung über die traditionelle Neutralität Irlands in militärischen Fragen vorlegen , die , wie ich hoffe , von den anderen Mitgliedstaaten gebilligt werden wird
