The report by Jutta Haug recalls the objective of this overhaul. It is fourfold : to simplify the system , to create greater transparency thus making it more comprehensible , to strengthen the financial autonomy of the European Union and to reduce the imbalances between Member States shares in the budget

Since the end of the last century , the world population has grown fourfold , from one and a half billion to six billion. The greatest growth has been in Asia : India , China , Indochina and , in particular , Indonesia
Und trotzdem gibt es heute aufgrund des stetigen Bevölkerungswachstums mehr Arme in der Welt als jemals zuvor in unserer Geschichte. It also diverts enormous amounts of money from the basic needs of the people of these countries , which more often than not earmark more money for debt repayment than for the total amount that they spent on health and education , thus preventing them from tackling diseases such as AIDS and tuberculosis or problems such as illiteracy , and many others.Maintaining the debt is unacceptable. It is worth pointing out that the countries in debt have already paid seven times what they owed in 1982 and have , worse still , seen their debt rise fourfold
Außerdem werden gewaltige Geldmengen abgezogen , die für die grundlegenden Bedürfnisse der Menschen in diesen Ländern gebraucht werden. Diese Länder wenden nicht selten mehr Geld für den Schuldendienst auf als für Ausgaben für das Gesundheits - und Bildungswesen insgesamt , sodass sie nicht in der Lage sind , gegen Krankheiten wie AIDS und Tuberkulose oder Probleme wie das Analphabetentum und viele andere vorzugehen.Die Beibehaltung der Schulden ist inakzeptabel. Man muss darauf hinweisen , dass die verschuldeten Länder bereits das Siebenfache dessen bezahlt haben , was sie 1982 schuldeten , und – schlimmer noch – dass sich ihre Schuldenlast vervierfacht hat
