When it came to us originally , this proposal reflected a certain element of split personality , because it addressed physical security of supply – keeping the lights on , and investment in infrastructure – but also market measures aimed at the same thing. It is not possible to underestimate the importance of energy in general and electricity in particular to our way of life , to our quality of life and to our standard of living. It is a vital element in a modern society and economy. Consequently , it is ironic that Parliament has chosen to put this item of primary legislation as the last item on Monday evening , although , naturally , I hope that we have saved the best until last for your edification.Security of supply is about keeping the lights on. It must be admitted that we had quite a debate with the Council about whether to include a definition of security of supply in this proposal and , if so , what that definition should be. I am glad to say that we have prevailed and that a definition has been included in Article 2.The question arises : how does this directive help address security of supply – keeping the lights on , avoiding blackouts and outages – and what have we in the European Parliament added to it

Sie stellt ein entscheidendes Element in einer modernen Gesellschaft und Wirtschaft dar. Daher ist es eine gewisse Ironie , dass das Parlament beschlossen hat , diesen Teil des Primärrechts als letzten Punkt auf die Tagesordnung am Montagabend zu setzen , obwohl ich natürlich hoffe , dass wir das Beste bis zum Schluss für Ihre Erbauung aufgehoben haben.Bei der Versorgungssicherheit geht es darum , dafür zu sorgen , dass die Lichter brennen. What would be the result of a different timetable for enlargement. If the accession date or the number of new Member States changes , can anybody be sure now , in autumn 1997 , what our future members requirements would be , without even knowing the content of the accession treaties , or what the transitional periods will be - if there are any - for each country and sector. The Commission's proposal oversimplifies the Council debate , but it is based on what we in the Committee on Budgets have termed virtual savings . They are possible , but they are by no means guaranteed. We are being asked to exercise austerity and responsibility and , for our edification , the Council rejects a reduction in cereal aid , a sector in which it has been shown that overcompensation was paid , to the tune of ECU 3 thousand million , by the member governments of the Council.If that is the Council's remedy for CAP reform , the Commission's proposal will experience an annual financial shortfall of about ECU 4 billion just in Category I - that is , agricultural spending. And that takes no account of the financial engineering they propose for objectives 5a and 5b of the structural funds , which they are trying to include in Category I.Similarly , the proposal contains a series of interesting points on cohesion policy , including the very maintenance of the cohesion fund , which will provoke more serious objections from Parliament in the future , although we may already hint at them. But what will happen , ladies and gentlemen , if not all the points in the proposal are approved. To what extent is it realistic to assume that the Fifteen will accept a reduction in the structural funds directed towards their own territories and their own citizens.I want to make it clear that we fully understand why the Commission is proposing to concentrate funds in the least welloff and least - developed zones of the current Union , taking it for granted that it is neither logical nor fair for enlargement to take place to the detriment of these regions. Enlargement should be paid for by everybody , in an equitable manner.All of this leads us to make the following offer to the Council and the Commission. We accept the financial content of the Commission's communication as the starting point. We are critical of it , and even question the timescale. But let us be clear about this : Parliament thinks that the challenges facing the European Union mean that it is advisable for us to have budgetary peace , and therefore we call for the formal presentation of the financial perspectives for the Union of the Fifteen , including of course a chapter on enlargement , and preferably an interinstitutional agreement on financial and budgetary discipline

Wenn das Beitrittsdatum oder die Zahl der neuen Mitgliedstaaten sich ändert. Kann dann irgend jemand heute , im Herbst 1997 , garantieren , daß er über den Bedarf unserer künftigen Partner Bescheid weiß , ohne daß irgend jemand weiß , was in den Beitrittsverträgen drinstehen wird , welche Übergangsfristen unter Umständen für die einzelnen Länder und Sektoren festgelegt worden sind. Die Kommission vereinfacht die Diskussion im Rat in Übermaß , aber sie geht aus von etwas , das wir im Haushaltsausschuß virtuelle Volkswirtschaften genannt haben. Sie sind zwar möglich , doch keinesfalls sicher. Von uns wird verlangt , den Gürtel enger zu schnallen , uns verantwortungsbewußt zu verhalten , und als Illustration lehnt der Rat die Senkung der Getreidebeihilfen ab , in einem Sektor also , der , das ist sicher , auch noch einen zusätzlichen Ausgleich in Höhe von 3 Milliarden ECU von den im Rat vertretenen Regierungen erhalten hat.Wenn dies die Gangart des Rates bei der Reform der GAP ist , werden jährlich 4 Milliarden ECU für die Finanzierungsvorschläge der Kommission lediglich für Kategorie I fehlen , also die Agrarausgaben. Und das noch ohne die kreative Buchhaltung , die man und für die Ziele 5a und 5b der Strukturfonds vorschlägt , die in Kategorie I übergehen sollen.Darüber hinaus enthält der Vorschlag einige interessante Elemente zum Thema Kohäsionspolitik und auch zur Beibehaltung des Strukturfonds , zu Elementen also , zu denen sich das Parlament später noch dezidierter äußern wird , auch wenn wir jetzt schon einige Andeutungen machen. Was geschieht aber , , wenn nicht alle Elemente des Vorschlags Zustimmung finden. Inwieweit ist die Annahme realistisch , die Fünfzehn würden eine Kürzung der Strukturfonds für ihre eigenen Länder , für die Bürger der Fünfzehn akzeptieren.Ich möchte ganz deutlich machen , daß wir sehr wohl verstanden haben , daß die Kommission die Mittel vorwiegend in die ärmsten und rückständigsten Gebiete der derzeitigen Union lenken möchte , denn sie geht davon aus , daß es weder logisch noch gerecht ist , wenn die Erweiterung zu Lasten der weniger wohlhabenden Regionen der derzeitigen Europäischen Union geht. Die Erweiterung muß von allen getragen werden , und dies auf gerechte Art und Weise.Damit kommen wir zu einem Vorschlag , der ein Angebot an Rat und Kommission ist. Wir akzeptieren den finanziellen Teil der Kommissionsmitteilung als Ausgangspunkt. Allerdings kritisieren wir den Planungszeitraum und stellen ihn sogar in Frage. Doch eines muß klar sein : Das Parlament ist der Auffassung , daß die Herausforderungen , vor denen die Europäische Union steht , einen Haushaltsfrieden angeraten sein lassen , und daher beantragt es die offizielle Vorlage Finanzieller Vorausschauen für die Union der Fünfzehn , selbstverständlich unter Einbeziehung des Kapitels Erweiterung und , nach Möglichkeit , eines interinstitutionellen Abkommens über Finanzen und Haushalt
