This is a first step but , where cuts are concerned , there is an onus on the Commission and the Council to provide evidence line - by - line , whether it is genuinely the case that funds are not being drained away , or whether the intention is to block the politically desired priorities of Parliament. The onus is on you. Then we can have various debates. I believe that we still have a lot to do before December , before the second reading. Parliament is agreed : we need a limited revision of the Financial Perspective so that , unlike this year , we do not need to again crib our way through x number of different supplementary and amending budgets

Madam President , I should simply like to assure Mr Swoboda that there most certainly is a European culture. If there were not then there would be no Europeans , and there would be no point in building a European Union. I should like to thank the Italian MEPs concerned for setting up the wonderful Christmas crib opposite the Chamber and I would invite all colleagues to take a look at this piece of European culture. Therefore , Madam President , I would like to express , in my own name and I think on behalf of everyone , my sympathy with the people of the Azores , and I would like to ask you , Madam President , to convey , on behalf of the European Parliament , our deepest condolences to the Portuguese authorities , to the people of the Azores , and particularly to victims families

Wenn es die nicht gäbe , gäbe es keine Europäer , und es hätte keinen Sinn , eine Europäische Union zu schaffen. Ich möchte den Kollegen aus Italien , die gegenüber dem Plenarsaal diese wunderbare Weihnachtskrippe aufgestellt haben , dafür danken , und ich möchte alle Kollegen bitten , sich dieses Stück europäischer Kultur anzuschauen. Aber das Volk der Azoren wurde im Laufe der Jahre immer wieder von Naturkatastrophen heimgesucht : Erdbeben , Stürme und Sturmfluten , so daß für die Menschen dort Leid schon zum Alltag geworden ist
Mr President , ladies and gentlemen , according to La Fontaine a little fish will grow bigger if its life be spared , so to catch it in the meantime seems to me to be madness . Could we perhaps continue to crib from him just a little. Alas , that is becoming less and less possible and would soon be impossible if we allow the Commissions's proposals on fishing in the Adriatic to be applied.This fishing today involves catching fish very much smaller than those at the adult stage , and this concerns both mullet and whiting , which we shall soon be eating as small fry before the species become totally extinct.These marine resources are becoming exhausted in oceans all over the world : as an example , we even learn that , for reasons that are still mysterious , Canadian cod are not only becoming scarce but the survivors , if I may call them that , are dying out for complex reasons.It is therefore quite clear that we shall help to maintain long - term fishing activity merely by reducing still further the size of the fish caught in the Adriatic. Just as too much taxation kills taxes , as Jacques Chirac was once fond of saying , in an electoral period it is true , too much fishing kills fish and if we are forced to reduce net mesh sizes , we shall end up catching nothing but plankton.Consequently , we can only express our complete approval of the content of Mrs Estévez's report ; her expertise in the subject is equalled only by the clarity of her text
Herr Präsident , liebe Kolleginnen und Kollegen. Ein kleiner Fisch wird groß , vorausgesetzt , Gott erhält ihm das Leben , schreibt der gute Jean de la Fontaine , und wenn man ihn vorher fängt , dann halte ich das für Torheit . Könnten wir doch nur dasselbe tun. Aber das kommt immer seltener vor und dürfte wohl bald völlig unmöglich werden , wenn die Vorschläge der Kommission zum Fischfang in der Adria umgesetzt werden.Schon heute werden Fische gefangen , die noch lange nicht ausgewachsen sind , ob es sich nun um Meerbarben oder Merlane handelt , die in Zukunft nur noch als kleine Bratfische verzehrt werden können , bevor sie schließlich vollständig ausgerottet sind.Denn die Meeresbestände gehen in allen Weltmeeren zur Neige. So erfahren wir zum Beispiel daß aus unerfindlichen Gründen die kanadischen Kabeljaubestände nicht nur immer weiter zurückgehen , sondern auch , daß die überlebenden Fische krank sind.Es ist daher offensichtlich , daß man den Fischfang in der Adria auf Dauer nicht erhalten kann , wenn man immer kleinere Fische fängt. Genauso wie zu viele Steuern den Steuern schaden - um einen Ausspruch von Jacques Chirac zu verwenden , er hat ihn allerdings im Wahlkampf benutzt , das ist wahr - , so schadet auch allzu vieles Fischen dem Fischfang. Wenn die Netze immer engmaschiger werden , wird man am Schluß nur noch Plankton fangen.Aus diesem Grund stimmen wir voll und ganz dem ausgezeichneten Bericht von Frau Fraga Estèvez zu , deren Kompetenz in diesem Bereich nur noch durch ihre klare Sprache übertroffen wird. Den Fang von Seehecht mit einer Größe von 14 cm zu erlauben , ist ein Widerspruch zu allen Vereinbarungen und ein biologisches Verbrechen
