Mr President , today , and over the next few days , dozens of farmers from Karditsa , Trikala , Larissa and Magnisia in Thessalia and from other areas of Greece will stand in the dock accused of having taken part in rural demonstrations held in order to rebuff the all - out attack on them from the common agricultural policy and avoid being wiped out , so that they can stay on their land and in their villages
Herr Präsident , heute und in den nächsten Tagen werden Dutzende von Landwirten aus Karditsa , Trikala , Larissa und Magnisia in Thessalien und aus anderen Regionen Griechenlands vor Gericht stehen , da sie angeklagt wurden , an Demonstrationen von Landwirten teilgenommen zu haben , die durchgeführt worden sind , um den durch die Agrarpolitik vorgenommenen Rundumschlag gegen sie abzuwehren und um nicht ausgelöscht zu werden , sondern auf ihrem Land und in ihren Dörfern bleiben zu können
Consequently , there needs to be a compensation fund , especially for small - and medium - sized holdings which , unless they receive compensation from the ΕU and the state , cannot continue their activities because , apart from the consequences of the anti - farming policy of the ΕU , they have to deal with climatic dangers , as in my country , in the areas of Thrace and Thessalia , where their production has been destroyed by floods and they face an acute problem of survival
Deshalb sollte ein Kompensationsfonds eingerichtet werden , der insbesondere kleinen und mittleren Betrieben zugute kommt , die nur durch Entschädigungszahlungen vonseiten der EU sowie von staatlicher Seite ihre Tätigkeit fortsetzen können , da sie neben den Folgen der landwirtschaftsfeindlichen Politik der EU auch noch klimatische Gefahren zu bewältigen haben , wie dies in meinem Land , in der Region Thrakien und Thessalien , der Fall ist , wo ihre Produktion durch Überschwemmungen zerstört worden ist und wo sie mit erheblichen Überlebensproblemen zu kämpfen haben
Mr President , we owe Mrs Kokkola and all her colleagues a debt of gratitude for the work she has done. In her report , she mentions the various conventions the European Community has signed - Bonn , Berne , Brazil , etc. and the need to comply with them. She also mentions the various directives covering protection of natural areas and wetlands , like Directive 79/409/EEC on the conservation of wild birds and the Habitats 43 Directive.If there was compliance with the conventions signed and the directives approved , I think we would probably protect the wetlands better. But sometimes even the European Union runs into contradictions.Last week a delegation of the Committee on the Environment visited Greece and we had a meeting with nongovernmental environmental organizations. The basic concern expressed by these organizations related to a grandiose project in Greece financed by European Union funds : the diversion of the River Acheloos. There is a debate going on in Greece between those in favour and those against , because they think there should be water in the Thessalia valley and that the agricultural resources there should be exploited.But there is no doubt that if this diversion comes about it is going to affect the delta of the Severino and Acheloos rivers very seriously. Does this mean only Greece is using European Union funds to undermine the directives and conventions that have been signed. No. It is going on in Spain too. Wetlands in Spain have been seriously affected , like the Santoña marshes or the river Eo - the frontier between Galicia and Asturias , very close to where I live. European funds were used there too.So a fundamental point in trying to prevent the deterioration of the wetlands is for the European Union to control the funds it grants to the various countries extremely well so that they are not used for the very opposite of what we are defending here.A database must be created to enable the collection and exchange of information
Herr Präsident , Europa muß Schritte zum Schutz seiner Feuchtgebiete unternehmen. Es ist an der Zeit , daß die Europäische Union und die Mitgliedstaaten eine neue Haltung einnehmen. Ich begrüße daher die Mitteilung der Europäischen Kommission und diesen Bericht.In meinem Land hat die Königliche Gesellschaft zum Schutz von Vögeln 354 Feuchtgebiete bestimmt , in denen die ihnen entzogene Wassermenge ihre Zukunft gefährdet. Dazu gehören mehr als 100 Flüsse und 200 wichtige Feuchtgebiete. Weitere 130 Stätten sind durch künftige Plänen bedroht. In den SomersetEbenen und - Mooren in meinem Wahlkreis gibt es einige der schönsten Feuchtgebiete unseres Landes. Zu den gefährdeten Gebieten zählen Berrow Dune und der Fluß Yeo. Wir müssen jetzt handeln , um ihre Zukunft zu sichern. Der erste Schritt sollte darin bestehen , die nördlichen Somerset - Ebenen und - Moore in das ökologisch sensitive Gebiet zu bringen.Die Ursache der Bedrohung ist klar : Die Landwirtschaft und die Wasserindustrie entnehmen unseren Flüssen und Feuchtgebieten riesige Mengen Wasser. Ich verstehe , daß sie eine gesicherte Wasserversorgung brauchen , aber wir müssen Maßnahmen einführen , um zu gewährleisten , daß sie das Wasser verantwortungsbewußt und nachhaltig entnehmen.Zwei entscheidende Änderungen sind dringend nötig. Die Regierungen müssen stufenweise Gebühren für die Entnahme von Wasser aus unseren Flüssen einführen. Das würde die Wasserunternehmen bald dazu bringen , eine verantwortlichere Haltung einzunehmen. Wir sollten auch verlangen , daß bei der Prüfung einer Planungsgenehmigung für Häuser oder Industrieunternehmen die Wasserressourcen berücksichtigt werden. Quer durch unseren Kontinent haben wir ehrgeizige Ziele zum Schutz gefährdeter wildlebender Tierarten festgelegt , wenn wir aber nicht Maßnahmen zum Schutz unserer Feuchtgebiete ergreifen , haben wir keine Chance , unsere eigenen Ziele zu erreichen
