| Mr President , the assumption by the United States that it is able unilaterally to resolve problems dating back to 3000 B. C. , to Sumerian and Akkadian times , is on a par with Europe's inconsistent approach to crises.That inconsistency is clearly the effect of conflicting interests in the European Union as well as the absence of a common foreign policy ; that both lends support to the assumption by the US that I have just mentioned but it also underestimates the age - old threat from Muslim fundamentalism. That threat should not , however , lead us to ignore that fact that the prime victims of fundamentalism are in fact the peoples of that geographical region. We have therefore to welcome the humanitarian aid and urge the European Union finally to assume the role of active player incumbent upon it.The KDP now controls the majority of Iraqi Kurdistan and is said to have promulgated an amnesty and allowed the parliament to meet after being paralysed for two years | Herr Präsident , die anmaßende Annahme der Vereinigten Staaten , im Alleingang Probleme lösen zu können , die auf das Jahr 3000 v. Chr. , auf Sumer und Akkad zurückgehen , steht im direkten Verhältnis zu den europäischen Widersprüchen bei der Behandlung der Krisenpunkte.Diese Widersprüche sind selbstverständlich die Konsequenz des Interessenkonflikts innerhalb der Europäischen Union sowie des Fehlens einer gemeinsamen Außenpolitik. Das nährt einerseits die eben angesprochene Anmaßung der Amerikaner und unterschätzt andererseits die jahrhundertealte Bedrohung durch den islamischen Fundamentalismus. Diese Bedrohung darf uns allerdings nicht dazu verleiten , darüber hinwegzusehen , daß die ersten Opfer des Fundamentalismus die Menschen in jener Region selbst sind. Es ist uns daher ein Anliegen , unsere Anerkennung für die humanitäre Hilfe auszudrücken und darauf zu drängen , daß die Europäische Union endlich die vorrangige Rolle übernimmt , die ihr zukommt |
