Mr President , I have to say that it makes a great impression on me when there are many people in the Chamber , because sitting here there are indeed representatives of nations which have fought each other over hundreds of years. Now at least they are sitting down and talking to one another. One might well call that progress in terms of security policy. And then we read in the newspapers that Europe is moving into a crisis once again. It is going from one crisis to another , according to the newspapers , but at least that is better than before , when the countries were going from one war to another. All things considered , one may wonder at the fact that Europe has survived. Europe , this damsel in distress - and as a Phoenician princess she was indeed a member of the female sex - has been mutilated time and again by its inhabitants , and after the last major war in this part of the world , in 1945 , she actually became the lady who is sawn in two , with one half in the East and the other in the West
Herr Präsident , ich kann nur sagen , daß es mich stark beeindruckt , wenn hier im Saal mehr Menschen sitzen , sind es doch die Vertreter von Nationen , die sich jahrhundertelang bekämpft haben. Aber nun sitzen sie hier beieinander und diskutieren. Das kann man wohl als sicherheitspolitischen Fortschritt bezeichnen. Dann aber steht in den Zeitungen , daß Europa wieder auf eine Krise zusteuert ; und infolge der Presse geht es von einer Krise zur nächsten. Dennoch ist es immer noch besser als früher , wo die Staaten von einem Krieg zum nächsten schritten. Man muß sich überhaupt wundern , daß Europa imstande war zu überleben. Immer wieder wurde die arme phönizische Königstochter , Europa , von ihren Bewohnern verstümmelt , und 1945 , nach dem letzten großen Krieg in diesem Teil der Welt , wurde sie sogar in zwei Hälften geteilt , eine Hälfte blieb im Osten und die andere im Westen. Seitdem ist sie wieder einigermaßen zusammengesetzt worden , aber ganz geheilt ist sie immer noch nicht. Es drohen neue Konfrontationen , wenn man auf die Landkarte blickt , und die ständige Aufgabe Europas und der Europäischen Union sollte darin bestehen , das Aufkommen neuer Gefahren wahrzunehmen und sie zu vermeiden , ehe sie - wie auf dem Balkan - in gewalttätige Auseinandersetzungen ausarten
