Einerseits enthält er die Forderung , dass sich die EU in den Konflikten im Kaukasus und in Transnistrien stärker engagiert und lehnt daher die Gründung neuer Staaten in diesen Gebieten und ihre internationale Anerkennung ab. Andererseits wird versucht , die unvollständige Resolution 1244 zu durchbrechen und die kontrollierte Unabhängigkeit des Kosovo zu erklären. Der Verfasser hat sich also - neben Frau Beer von der Fraktion der Grünen/Europäische Freie Allianz - dafür entschieden , die Büchse der Pandora des territorialen Wandels in Europa wieder zu öffnen
