I am very aware of the concerns of the horse industry , particularly the thoroughbred industry , and I do not have to remind the Commissioner that if a full and up - to - date range of therapies is not available , there is a real risk that foreign investment in stud and training establishments throughout Europe will be lost to third countries. Having said that , it cannot be ruled out that any horse could enter the food chain at the end of its useful life and therefore safeguards are necessary to cover this aspect , as I have already mentioned.In conclusion , I would urge the Commission to ensure that as quickly as possible we have a short - term resolution to the crisis for minor food - producing species in relation to the availability of state - of - art veterinary medicines. It is a welfare issue , it is a therapeutic issue , it is an economic issue , and it is in every Member State of the EU. We urge the Commission to move as quickly as possible to amend the necessary regulation , to allow extrapolation , the use of passports for horses and to resolve the problem
Die Richtlinie 81/851/EWG und die Verordnung Nr. 2377/90 des Rates müssen aber noch geändert werden , um eine solche Verwendung zuzulassen.Die Sorgen der Pferdebranche , insbesondere deren Zweigs für reinrassige Tiere , sind mir wohl bekannt , und ich muss den Kommissar nicht daran erinnern , dass die reale Gefahr besteht , dass ausländische Investitionen in Zucht - und Trainingseinrichtungen in ganz Europa an Drittländer verloren gehen , wenn keine umfassenden und modernen Therapien zur Verfügung stehen. Angesichts dessen kann auch nicht ausgeschlossen werden , dass ein Pferd am Ende seiner nutzbaren Lebenszeit in die Nahrungskette gelangt , und darum sind , wie ich schon sagte , Sicherheitsvorkehrungen erforderlich , die das berücksichtigen.Abschließend möchte ich der Kommission dringend nahe legen , dafür Sorge zu tragen , dass wir schnellstmöglich zu einer kurzfristigen Behebung der Krise der Verfügbarkeit moderner Arzneimittel für die für die Nahrungsmittelerzeugung weniger bedeutsamen Tierarten kommen. Es ist eine Frage des Wohlergehens der Tiere , es ist eine therapeutische Frage , es ist eine wirtschaftliche Frage , und das Problem besteht in jedem Mitgliedstaat der EU. Wir ersuchen die Kommission nachdrücklich , so bald wie möglich die notwendige Verordnung zu ändern , um die Extrapolation und die Verwendung von Pässen für Pferde zuzulassen und das Problem zu lösen
