I totally agree with Commissioner van den Broek on the following : there must be no sidelining or overshadowing of the important issue of enlargement by the matter of TurkeyEuropean Union relations. This does not mean , however , that we can allow Turkey to worm its way stealthily into the European Union. Some governments may need a certain leeway in the exercise of their foreign policies. The European Commission may aim for overall regulations. But we , the European Parliament , must maintain firm principles. I agree that the matter of Turkey is open for debate
Ich stimme in dieser Hinsicht voll und ganz mit Kommissar Van den Broek überein : die große Frage der Erweiterung darf nicht vom Problem in den Beziehungen zwischen der Türkei und der Europäischen Union zugedeckt oder überschattet werden. Das bedeutet jedoch nicht , daß wir es hinnehmen können , daß die Türkei unrechtmäßig in die Europäische Union eindringt. Manche Regierungen mögen bei der Umsetzung ihrer Außenpolitik Winkelzüge machen müssen. Und die Europäische Kommission strebt vielleicht eine Gesamtregelung an. Wir jedoch , das Europäische Parlament , müssen bestimmte unerschütterliche Prinzipien wahren. Die Frage der Türkei ist noch offen , einverstanden
We condemn a unification which would prohibit any controls at the internal borders and any possibility that an individual country could safeguard the vital interests of its population , or even its own concept of health , security or environmental protection. We condemn the political view that holds that , for the ultimate good of its peoples , Europe should be integrated stealthily by omniscient technocrats who alone can overrule our personal interests.We think , on the contrary , that Europe's agricultural objective should be high - quality production , necessarily protected by some form or other of Community preference ; that the single market must tolerate the right of nations to differ or to defend themselves , something which in our view is not incompatible with a rational interpretation of free trade ; and finally that the European Union , to make good its democratic shortcomings , must be returned to the direct control of its Member States , a task which , from today , should become the priority of the Intergovernmental Conference

Mr President , Commissioner , I am not going to reiterate what has already been said. The WTO is a failure in its present form because the WTO is no longer appropriate nor is it transparent.The first lesson we must draw is in fact the one the NGOs were demanding , i.e. there must be fair trade , not free trade , and in this respect , we must realise that nowadays no international organisation can escape the watchful eye of the citizen and that this is to be expected. The next deadline is already quite close. Geneva must not be allowed to go stealthily by. We , of course , have Marrakech , we , of course , have no obligation to achieve results , but we must remain vigilant in order to ensure that separate agreements on agriculture and services do not allow the things we shut the door on to get in by the back door.One of the lessons of Seattle , and Commissioner Lamy started to draw conclusions , is that we must find allies. We do , admittedly , already have a few allies. The most important ones will no doubt be , as Paul Lannoye emphasised , the ACP countries. To take European agriculture as an example , it cannot go on saying that it is doing fine , that it is multifunctional , that it is operating in a positive way , that it will henceforth protect its consumers , while at the same time maintaining a selfish attitude with regard to the countries of the south. In order to be heard , we must find the resources to enable these poorest countries to also have quality food , and quality products. The whole world today has the right to show solidarity and to have the resources to live better , to get out of this state of international self - centredness

Die WTO in ihrer jetzigen Form ist ein Fehlschlag , weil sie nicht mehr zweckmäßig , nicht transparent ist.Die erste Lehre , die wir ziehen müssen , besteht darin , das anzustreben , was die Nichtregierungsorganisationen fordern , d. h. fair trade anstelle von free trade . Und diesbezüglich müssen wir uns sagen , daß sich heute keine internationale Organisation den Blicken der Bürger entziehen kann. Das ist auch in Ordnung. Der nächste Termin steht übrigens bald an. Genf darf sich nicht im Verborgenen abspielen. Natürlich gibt es Marrakesch , und natürlich sind wir nicht zu einem Ergebnis verpflichtet , doch wir sollten die Augen offen halten , damit bei den separaten Abkommen über Landwirtschaft und Dienstleistungen nicht das durch die Hintertür wieder hereinkommt , was wir vorher bereits vom Tisch hatten.Eine der Lehren von Seattle - Kommissar Lamy hat hier bereits Konsequenzen gezogen - ist die , daß wir Verbündete brauchen. Nun haben wir schon einige Verbündete. Doch die wichtigsten werden wahrscheinlich , wie Paul Lannoye sagte , die AKP - Länder sein. Von der europäischen Landwirtschaft z. B. kann dann nicht länger behauptet werden , daß es ihr gut gehe , daß sie multifunktionell sei , gut funktioniere und die Interessen ihrer Verbraucher vertrete , wenn sie sich gleichzeitig gegenüber den südlichen Ländern abschottet. Ich will damit sagen , daß wir Instrumente brauchen , damit auch den ärmsten Ländern qualitativ gute Nahrung und Produkte zur Verfügung stehen. Heutzutage hat jeder das Recht auf Solidarität , auf ein besseres Leben , auf ein Ende des internationalen Egoismus
