Mr President , in addition to Kosovo we are currently dealing with the Öçalan case as well , which we could in fact have handled better as Europeans if we hadn't made so many mistakes
Herr Präsident. Wir haben es parallel zu Kosovo zur Zeit mit einem Fall Öcalan zu tun , den wir als Europäer eigentlich besser hätten behandeln können , wenn wir nicht so viele Fehler gemacht hätten
I would like to make that point now , in justice to the Council and the Member States. Something has changed , the climate is different. We have to be quick now. Because what Karsten Hoppenstedt said was right : if that booster rocket hadn't come a cropper , the first satellites would already be in place. Not only that , but we have a unique opportunity , in terms of technical developments , to bring about a combination of stationary satellites with the new Leos , something which in turn would give us a certain edge. So we should work energetically on that.I should also like to thank Parliament expressly for the conciliation we have achieved so far. Thank heavens , we have been able to achieve initial positions in the TEN telecom question which could also help to advance satellite communications , in particular
Ich hoffe , daß der Rat diese Position , die sich jetzt gemeinsam mit dem Parlament entwickelt hat , auch übernehmen kann , denn dann könnten wir auch durch Einsatz nicht ausreichender , aber wenigstens als incentive wirkender Mittel , die Realisierung und die weitere Forschung und Entwicklung zu diesen Systemen begünstigen und fördern.Das , Herr Präsident , ist , was zu dem Bericht von Herrn Hoppenstedt zu sagen ist. Ich bin selbstverständlich bereit , das zu übernehmen , was er hier gesagt hat , insbesondere auch , daß wir uns bemühen , mit den schon vorhandenen Organisationen , also mit CEPT , vernünftig zusammenzuarbeiten. Wir haben nicht die Absicht , bestehende , vernünftig arbeitende Organisationen zu unterlaufen , aber die Fristsetzung macht auch ihren Sinn , denn wir machen dadurch deutlich , daß wir notfalls eben auch allein handeln können.Ich könnte jetzt noch 20 Minuten weiterreden , aber ich glaube , das wäre zu viel. Ein Kaffee zwischendurch ist sicherlich auch was Angenehmes. Ich bedanke mich. 4 , 8 , 9 und 10 hält die Kommission jedoch für technisch nicht gerechtfertigt
And that is completely wrong. Not only that , but this is a fine illustration of a principle of modern industrial policy. Unless political authorities intervene at a very early stage in these processes of technological development and economic exploitation , not always in a regulatory sense but with a view to developing these possibilities , then the process loses its dynamism.It is completely clear , and very easy to see from the ITU decision , that the Europeans - our Member States - had simply failed to recognize as yet what the significance of personal satellite communications would be. I see a frown from the Council - it really is nice that the Council is represented here , for once , and we are glad to see it. Of course you are free to frown , Madam , but you have no reason to. Because when I first spoke about this problem at the Telecommunications Council , not all Ministers were acquainted with the fact that this decision had been made.Of course , one can and must have a frequency. We could just as well have been in a position to apply for a frequency for ourselves as well , but we hadn't got that far and our industry sees the only way out as being to acquire holdings in these American companies. Well , nothing wrong with that. I am no protectionist , I am no chauvinist , and of course American companies must have the same opportunity to compete as any other companies. But if European companies are not represented at all , if they are simply absent , then that should arouse the interest of the politicians and they should do something. So I welcome the position Mr Hoppenstedt has adopted. I hope we will succeed in convincing the Council further , and there are some signs of that.We had a conference in Paris , at which the Member States and the industry were represented , and there was a major opening - up of the debate there
Der Rat runzelt die Stirn - es ist ja nett , daß er mal hier vertreten ist , und wir begrüßen seine Anwesenheit ja auch. Natürlich können Sie auch die Stirn runzeln , aber das ist nicht berechtigt , Madame. Denn als ich von diesem Problem zum ersten Mal im Telekom - Rat gesprochen habe , da war nicht allen Ministern geläufig , daß diese Entscheidung gefallen war.Natürlich kann man , muß man eine Frequenz haben. Wir hätten genauso gut auch für uns eine Frequenz beantragen können , aber wir waren nicht so weit , und unsere Industrie sieht den einzigen Ausweg dann darin , sich an diesen amerikanischen Unternehmen zu beteiligen. Nun ist das ja alles schön und gut. Ich bin kein Protektionist , auch kein Chauvinist , und natürlich müssen amerikanische Unternehmen die gleiche Gelegenheit haben wie alle anderen auch , am Wettbewerb teilzunehmen. Wenn aber europäische Unternehmen gar nicht präsent sind , wenn sie einfach fehlen , dann sollte das die politisch Debattierenden interessieren , und sie sollten etwas tun. Deswegen begrüße ich die Position , die Herr Hoppenstedt eingenommen hat. Hoffentlich gelingt es uns , den Rat weiter davon zu überzeugen , und dafür gibt es die ersten Anzeichen.Wir hatten eine Konferenz in Paris mit Beteiligung der Mitgliedsländer und der Industrie und haben dabei eine große Öffnung der Diskussion beobachtet. Ich möchte das hier auch mal lobend für Rat und Mitgliedsländer feststellen. Es hat sich etwas geändert , das Klima ist anders geworden. Wir müssen jetzt schnell machen. Denn es stimmt , was Karsten Hoppenstedt gesagt hat : Wenn diese Trägerrakete nicht versagt hätte , gäbe es bereits die ersten Satelliten. Wir haben übrigens eine einmalige Chance , auch im Wege technischer Entwicklungen eine Kombination von stationären mit den neuen Leos zustande zu bringen , etwas , was uns auch wiederum einen gewissen Vorsprung geben würde. Deswegen sollten wir intensiv daran arbeiten.Ich bedanke mich beim Parlament ausdrücklich auch für die conciliation , die wir bisher gemacht haben. Es ist Gott sei Dank gelungen , in dieser Frage TEN - Telekom erste Positionen herauszuarbeiten , die gerade auch die satellitengestützte Kommunikation voranbringen könnten
