| on behalf of the PSE Group. - Mr President , I would first of all like to congratulate the Commission on having attached a high priority to a communication policy and , in particular , on having already implemented it within Parliament. I can say that , with regard to foreign affairs , we are now in constant , constructive contact with the Commission.However , this just adds to the consternation with which we look at the Commission's programme on foreign policy and human rights. In my view , communications in this regard have been elliptical , and almost subliminal. There has been radio silence on the Mediterranean. So , what has happened to the spirit of Barcelona and the concept of an alliance of civilisations. Little or nothing has been said on policy towards Africa , beyond the development policy , and you have been very tight - lipped regarding Latin America , even at a time when the European Parliament is involved in establishing Eurolat. Last but not least , there has been absolutely no reference to our human rights policy , even though it is our brand image for the outside world and even though we have just managed to obtain a specific instrument for it. In this regard , it is worth bearing in mind that the conclusion of the action programmes with Israel , Moldova and Ukraine is going to result in difficult negotiations about which the communication has nothing to say | Herr Präsident. Lassen Sie mich zunächst die Kommission dazu beglückwünschen , dass sie der Kommunikationspolitik hohe Priorität eingeräumt und vor allem , dass sie sie bereits innerhalb des Parlaments angewandt hat. Ich möchte sagen , dass wir im Bereich auswärtige Angelegenheiten ständige konstruktive Kontakte zur Kommission unterhalten.Umso konsternierender ist der Blick auf das Programm der Kommission im Bereich Außenpolitik und Menschenrechte. Ich würde sagen , dass die Kommunikation zu diesem Thema elliptisch und fast unterschwellig ist. Funkstille zum Mittelmeerraum. Wo bleiben da der Geist von Barcelona und das Konzept vom Bündnis der Zivilisationen. Nichts oder sehr wenig über die Politik gegenüber Afrika , abgesehen von der Entwicklungspolitik. Extreme Diskretion gegenüber Lateinamerika , während sich das Europäische Parlament beim Aufbau von Eurolat engagiert. Und last , not least das Fehlen jeglicher Verweise auf unsere Menschenrechtspolitik , die immerhin unser Markenzeichen nach außen ist und für die wir uns ein spezielles Instrument gegeben haben. Diesbezüglich ist damit zu rechnen , dass das Auslaufen der Aktionsprogramme mit Israel , mit der Republik Moldau , mit der Ukraine Anlass für schwierige Verhandlungen sein wird , zu denen die Mitteilung nichts sagt.Schließlich scheint die Außenpolitik , wie sie hier dargestellt ist , eher eine Sache bilateraler Beziehungen der Europäischen Union zu einigen Ländern als eine Regionalpolitik oder eine Politik der großen Gemeinschaften zu sein. Alledem fehlt es also an Ambitionen , an Anziehungskraft und an Atem , und das gereicht den europäischen Bürgern zum Nachteil |
