When this ban comes into force on 31 March , there will , for example , be a crisis in the treatments used to combat blackhead disease in turkeys. No alternative remedy is available legally in the EU , either as a feed additive or as a veterinary medicine.The consequences of the ban will hit both fatteners and consumers. The consequences are a treatment emergency , a painful end for large stocks of birds , jeopardy for turkey farms , the development of an uncontrollable black market , and an increase in imports of poultry from third countries , where many substances that are banned in the EU are used with few or any controls. Only last week antibiotics of the nitrofuran group that are banned in the EU were found again in cheap imports of meat from third countries.Logically , mixed feed manufacturers will now have to stop using Nifursol by January 2003 at the latest if there is to be no more such feed in the silos by the beginning of March

Es steht in der EU legal kein alternatives Mittel zur Verfügung , weder als Futtermittel - Zusatzstoff noch als Tierarzneimittel.Die Konsequenzen des Verbots treffen die Mäster und die Verbraucher. Die Konsequenzen sind Therapienotstand , qualvolle Verendung großer Tierbestände , Gefährdung bäuerlicher Betriebe der Putenzucht , Entwicklung eines unkontrollierbaren Schwarzmarktes , Zunahme des Imports von Geflügel aus Drittstaaten , wo viele in der EU verbotene Stoffe sehr unkontrolliert eingesetzt werden. Wir haben ja gerade letzte Woche in Billigimportfleisch aus Drittstaaten in die EU verbotene Antibiotika aus der Gruppe der Nitrofurane wieder feststellen müssen.Konsequenterweise müssen jetzt die Mischfutterhersteller mindestens ab Januar 2003 den Einsatz auch von Nifursol stoppen , um bis Anfang März kein solches Futter mehr in den Silos zu haben.Meine Frage heute Abend an Sie , bei der ich allerdings nicht weiß , ob Sie sie schon beantworten können : Welches sind denn jetzt die möglichen Lösungsansätze

Even though voices are raised to assert that the large - scale banning of antibiotics from the feeding - trough is excessive , since some 90% of antibiotics are used in human and veterinary medicine , it is right that we should put a stop to growth promotion , as these antibiotics are far from being essential. We already have enough problems with the increasing number of people developing resistance to antibiotics.I too have some criticisms to make at this point. On 7 March this year I submitted a written question to the Council on the banning of the additive Nifursol. To this day , I have received no reply , even though Parliament's administration has pressed for one on two occasions. Nifursol , an aromatic nitrogen compound , was the last remaining prophylactic agent against blackhead disease in turkeys , and it appears that no medication is now licensed for the treatment of this disease. There are no alternatives , and there is no prospect of a vaccine. The reason why Nifursol was banned was that the EU classed it as carcinogenic. According to interim findings published by the Austrian health ministry on 16 June , no harmful residues have been found to date as a result of the testing of turkeys from food markets. If that result is confirmed , then prohibitions to protect human health may no longer be proportionate even under the broad terms of the European Court of Justice's ruling of 11 September 2002
Die Probleme mit der zunehmenden Resistenz der Menschen gegen Antibiotika sind bereits groß genug.Zugleich möchte ich an dieser Stelle ebenfalls Kritik üben. Am 7. März dieses Jahres habe ich eine schriftliche Anfrage zum Verbot des Zusatzstoffes Nifursol an den Rat gerichtet. Diese ist bis heute nicht beantwortet , und das trotz zweimaliger Mahnung der Parlamentsverwaltung. Nifursol , eine aromatische Nitroverbindung , war das letzte verbliebene Mittel für die Prophylaxe gegen die Schwarzkopfkrankheit bei Puten. Für die Therapie ist offensichtlich kein Medikament mehr zugelassen. Alternativen sind nicht gegeben , eine Impfung ist nicht in Sicht. Der Verbotsgrund war die EU - Einstufung von Nifursol als krebserregend. Ein am 16. Juni veröffentlichtes Zwischenergebnis des österreichischen Gesundheitsministeriums auf der Grundlage untersuchter Proben von Puten aus Lebensmittelmärkten besagt , dass bislang keine Belastungsrückstände festgestellt werden können. Sollte sich das Ergebnis bestätigen , dann dürfte selbst die weit gefasste Verhältnismäßigkeit von Verboten zum Schutz der menschlichen Gesundheit entsprechend dem Urteil vom 11. September 2002 des Europäischen Gerichtshofs nicht mehr gegeben sein. Eine Überprüfung des Verbots von Nifursol könnte anstehen. Garantiert unbedenkliche Futtermittel sowie eine transparente Lebensmittelerzeugung erfordern wissenschaftlich begründete politische Entscheidungen auf der Basis von Erkenntnissen , nicht Schnellschüsse nach Mutmaßungen. Für mich gilt der Grundsatz : Die Bauern müssen statt am Rande mitten im Zentrum dieser Entscheidungen stehen. Es ist bereits vorhanden , und wir sollten weitaus fortschrittlicher sein
