When I was in Morocco just after the terrorist strikes in Casablanca , the streets were dominated by enormous billboards with the text – do not touch my country , do not touch my neighbours , do not touch my fellow citizens. This is also the response that we , as Europeans , need to give : do not touch Europe'. It does not matter who you are or what excuse you think you have found for your perverse and nihilistic , violent ideology

Das ist auch die Antwort , die wir Europäer geben müssen : Lass Europa in Ruhe. Es spielt keine Rolle , wer du bist oder welche Entschuldigung du deiner Meinung nach für deine perverse , nihilistische und gewalttätige Ideologie hast
We continually complain that they do not take any notice of us but really , the fact that we are beginning to see active demonstrations about what we are doing is a positive development. Nevertheless , we must differentiate between the violent actions of small minorities who act like commandos and , with a nihilistic and violent attitude , seek to destroy the things for which we are working. I wish to point out to Mr Poettering , that the problem is not whether these people are of the fascist or the antifascist persuasion. The dividing line is between democrats and antidemocrats and we must remember that extremes clash , in politics too. There is no need , then , to discuss whether the demonstrations are fascistic or not. What is crystal clear is that these are people who are acting violently and with scorn for the institutions and for freedom. I feel that given this scenario , we democrats must present a united front. It is not that some of us feel more affected than others about what has happened. We have to adopt a very firm attitude on this.My final observation , Madam President , concerns the debate on the future of Europe. You have not managed to include the convention , but I hope that you will continue striving to ensure that we do so under the Belgian presidency
Meinen Kollegen Pöttering möchte ich darauf aufmerksam machen , dass es nicht darauf ankommt , ob diese Kräfte faschistische oder antifaschistische Insignien mit sich führen. Die Scheidelinie verläuft zwischen Demokraten und Antidemokraten. Es sei daran erinnert , dass hier , wie in der Politik , Extreme aufeinandertreffen. Aus diesem Grund geht es nicht darum , ob es faschistische Demonstrationen geben darf oder nicht. Ganz klar ist , dass es Leute gibt , die Gewalt anwenden und die Institutionen und Freiheit gering schätzen. Ich glaube , dass wir Demokraten diesem Problem geschlossen gegenübertreten müssen , und es geht auch nicht darum , ob sich einige davon mehr betroffen fühlen als andere. Wichtig ist ein ganz entschlossenes Vorgehen.Abschlieâend , Frau Präsidentin , möchte ich noch eine Anmerkung zu der Debatte über die Zukunft Europas machen. Es ist nicht gelungen , die Bildung eines Konvents in die Schlussfolgerungen aufzunehmen. Ich hoffe jedoch , dass Sie sich weiterhin dafür einsetzen , damit dies unter dem belgischen Vorsitz erreicht werden kann.Meine abschließende Bemerkung zu einem positiven Signal : Sie haben zum Gipfel in Stockholm den Präsidenten Russlands , Putin , eingeladen , zum Gipfel in Göteborg den amerikanischen Präsidenten , George Bush
Terrorism is a threat to the very foundations of civilised human society. As a matter of urgency we must put an end , finally , to this nihilistic culture of terrorism. However , it is even more important to mount a thorough campaign not only against the manifestations of terrorism , but above all against its causes , its roots , and everything that gives it sustenance. This world will never build anything solid or lasting unless it bears this objective firmly in mind as a major priority. However , deprivation engenders violence , and unless you wage war on poverty , poverty will wage war on you. In that case we shall never fully enjoy the happiness of a peaceful and secure world.After 12 years of struggle , the security situation in our country has improved considerably , but it still requires the measures of vigilance and protection made necessary by the isolated acts of violence which occur from time to time. The policy of civil concord and national reconciliation which I introduced as soon as I took office has made a very significant contribution towards calming social tensions , and has reduced terrorist violence to its lowest ever level. Today , that violence no longer constitutes an obstacle to the resumption of economic activity and growth , or to national or foreign investment.In the same way , political life has come into its own again , and last year saw several important steps regarding the organisation of legislative elections and the holding of local elections - both of which showed crystal - clear and total transparency - and the constitutional amendment which enabled Amazigh to be elevated to the status of a national language. Our willingness to create a state subject to the Rule of Law , which respects the rules of democracy and which respects political pluralism , has once again been reinforced by these democratic advances.The Algerian Government remains convinced that the deepening of the democratic process and the acceleration of economic and social reforms will allow the emergence and the strengthening of a civil society which is capable of making its contribution to the progress of Algerian society , while respecting the rights and the duties of each individual
Und wir werden niemals das Glück einer sicheren und friedlichen Welt voll genießen können.Nach zwölf Jahren Kampf hat sich die Situation in unserem Land in Bezug auf die Sicherheit beträchtlich verbessert , allerdings sind angesichts gelegentlicher und vereinzelter Gewalttaten noch Vorsichts - und Schutzmaßnahmen erforderlich. Die Politik der zivilen Eintracht und der nationalen Aussöhnung , die ich seit meinem Amtsantritt betrieben habe , hat weitgehend zum Abbau der sozialen Spannungen beigetragen und die terroristische Gewalt auf das bisher geringste Maß verringert. Sie stellt heute keinen Faktor mehr dar , der den Wiederaufschwung und das Wachstum der Wirtschaft beeinträchtigen oder nationale sowie ausländische Investitionen behindern würde.Im gleichen Maße normalisiert sich das politische Leben. So hat es im letzten Jahr bedeutende Ereignisse gegeben wie Parlaments - und Gemeindewahlen , die beide durch völlige Transparenz gekennzeichnet waren , sowie die Verfassungsänderung , durch die das Amazigh den Status einer Landessprache erhielt. Unser Wille zur Einführung einer rechtsstaatlichen Ordnung , in der die Regeln der Demokratie und der politische Pluralismus geachtet werden , ist durch diese demokratischen Fortschritte ein weiteres Mal gestärkt worden.Die algerische Regierung ist überzeugt , dass die Vertiefung des demokratischen Prozesses und die beschleunigte Durchführung der wirtschaftlichen und sozialen Reformen zur Herausbildung und Stärkung einer Zivilgesellschaft führt , die in der Lage ist , zum Aufschwung der algerischen Gesellschaft unter Achtung der Rechte und Pflichten eines jeden beizutragen. In diesem Zusammenhang ist das Wirken sämtlicher Staatsorgane generell darauf gerichtet , in erster Linie auf Dialog und Konsultation zu setzen und diese zu einem Instrument der politischen und sozialen Regulierung , aber auch zu einem wirksamen Faktor der Förderung des notwendigen politischen und sozialen Konsenses zu machen.Besondere Bedeutung kommt bei dieser dialogorientierten Vorgehensweise den wirtschaftlichen und sozialen Problemen sowie den sich daraus ergebenden zahlreichen sozialen Forderungen angesichts der enormen Belastungen zu , denen die sich im Wandel befindliche und sich der Marktwirtschaft öffnende nationale Ökonomie unterworfen ist. Der Übergang von einer Planwirtschaft zu einer liberalen Wirtschaft ist ebenso wie der vom politischen Dirigismus zur demokratischen Öffnung keineswegs leicht. Mehr noch , die Marktwirtschaft wie auch die Demokratie beruhen auf einer Kultur , die sich nicht verordnen lässt
